The process of the Party self-reflection, summarizing practice, and developing theory
On August 5, at the Party Central Committee Headquarters, General Secretary and President To Lam, Head of the Central Steering Committee for summarizing practice and researching and amending and supplementing the Party Charter (Steering Committee) chaired the first meeting to give opinions on the plan and direction for implementing the tasks of the Steering Committee.
According to VNA, concluding the Meeting, General Secretary and President To Lam emphasized that this is a particularly important political task of the XIV Party Congress term, directly serving the supplementation and amendment of the Platform and preparation for the XV Party Congress. This is also the process of the Party self-reflection, summarizing practice, developing theory about the ruling Party and perfecting the organizational foundation to lead the country to develop in the new stage.
The basic contents of the current Party Charter still retain their value; but also do not avoid new issues raised by practice such as: arranging the organizational structure, operating the 2-level local government, decentralization, delegation of power, power control and digital transformation.
The goal is to build a truly scientific, strict, concise, easy-to-implement and long-lasting Party Charter; making the organization stronger, the apparatus more streamlined, responsibilities clearer, power better controlled, higher quality of Party members and grassroots Party organizations, and closer relations between the Party and the people.
General Secretary and President To Lam requested that it is necessary to unify viewpoints, principles, scope and criteria for research; must be steadfast in Marxism-Leninism, Ho Chi Minh ideology, theory on the renovation line; steadfast in the goal of national independence and socialism; maintain the leadership and ruling role and the principle of democratic centralism of the Party. The research must closely follow the Resolution of the 14th Party Congress, synchronize with the amendment and supplementation of the 2011 Platform and study the amendment of the 2013 Constitution.
Building a clean and strong Party, closely linked to the people
General Secretary and President To Lam proposed to focus on summarizing and researching 4 major groups of contents: basic issues on the Party, Party members, grassroots Party organizations and relations with the people; organizational system and leadership methods of the Party in the new model; inspection, supervision, Party discipline and power control; digital transformation, specific and technical fields of the Charter.
General Secretary and President To Lam requested to innovate research methods and implementation organization. Inheriting the content of the Summary Report on 15 years of implementing the Party Charter (2011-2025), not starting over, not summarizing in an administrative style. The focus is on updating the reality after arranging the organizational structure and implementing Regulation No. 208-QD/TW dated July 26, 2026 of the Party Central Committee on the implementation of the Party Charter and the requirements for national development in the new period; correctly identifying the basic, common, and long-term issues that need to be resolved at the Charter level.
For each issue, it is necessary to clarify current regulations, the current situation, data, obstacles, causes, options, impacts and implementation conditions; not accept reports that only mention "overlapping", "unclear", "inappropriate" without pointing out regulations, subjects and consequences; not take individual cases as common issues; not select information to prove available opinions.
General Secretary and President To Lam assigned the Standing Agency to urgently complete: Working regulations, operating plans of the Steering Committee, assign tasks to members; establish a Editorial Team; complete the Report on orientations for summarizing practice and researching, amending, and supplementing the Party Charter; and the Plan for summarizing practice and researching, amending, and supplementing the Party Charter. The Standing Agency coordinates generally, unifies content, methods, data and progress; not to allow duplication or omission. The Standing Agency periodically reports to the Central Government on the progress of work.
General Secretary and President To Lam requested to promote responsibility, tighten discipline, and immediately get to work; the spirit is to say less, do more, and do it to the end; take products and efficiency as a measure; believe that the Steering Committee will successfully complete its tasks, prepare a draft of a quality Party Charter; contribute to building a clean and strong Party, closely linked to the people, and strong enough to lead the country in the new era.
