Building a military defense zone when organizing a two-level local government

The Government assigns the Ministry of National Defense to build a military defense zone when organizing a two-level local government; organize the construction of militia and self-defense forces.

The Government has just issued Resolution No. 74/NQ-CP promulgating a plan to implement the arrangement of administrative units and build a 2-level local government organization model (plan).

According to the plan, the Government requires that before April 10, 2025, the Ministry of Public Security preside over and coordinate with relevant ministries and branches to issue instructions on revoking old seals, engraving seals, and changing citizens' residence addresses due to changes in administrative boundaries and names with the national population database system, citizen identification cards, and electronic identification.

The Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to remove obstacles in criminal records; the review and provision of data on actual population at administrative units at all levels, ... and other related issues under the state management of the Ministry of Public Security.

Before April 10, the Government assigned the Ministry of National Defense to preside over and coordinate with relevant ministries and branches to issue guidelines for reviewing and identifying administrative units in border areas, key areas for national defense.

At the same time, build a military defense zone when organizing local government at 2 levels; organize the construction of militia and self-defense forces in administrative units to carry out the arrangement, reorganization... and other related issues under the state management of the Ministry of National Defense.

Previously, on March 22, General Phan Van Giang - Politburo member, Minister of National Defense - chaired a conference to review and comment on the draft on the "refined, compact, and strong" local military organization to meet the requirements of tasks in the new situation.

At this conference, General Phan Van Giang requested the drafting agency to develop a project to adjust the structure in the direction of focusing on key issues, ensuring easy monitoring, avoiding overlap and scattering.

Point out a number of contents that need to be adjusted and supplemented to clarify the characteristics of each local military level and the provincial Border Guard force.

General Phan Van Giang also requested the General Staff and relevant agencies to continue reviewing the functions and tasks of the district military command to study, arrange, and transfer to the new force to ensure suitability, closer to reality, and the highest efficiency after removing the district-level military command model.

The General Staff advised that it is necessary to proactively coordinate with relevant agencies and units to prepare content, draft a resolution of the Central Military Commission to lead the implementation of the project; direct agencies to study and adjust related contents, especially on people's war art, defense area combat, and training document systems in accordance with the new payroll organization.

Research and propose, amend and supplement a system of legal documents related to the military and defense sectors to ensure the operation of the new local military model is smooth, unified, and promoted in effectiveness and efficiency.

On April 2, the Central Military Commission Conference reviewed and gave opinions on the project on the local military organization to be "streamlined, compact, and strong" to meet the requirements of tasks in the new situation.
