The Government has just issued Resolution No. 74/NQ-CP promulgating a plan to implement the arrangement of administrative units (ADUs) and build a 2-level local government organization model (plan).
According to the plan, before April 18, 2025, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to organize a national conference to be deployed to central ministries, branches and localities immediately after the Politburo's dissemination conference.
Regarding the implementation of the arrangement and reorganization of commune-level administrative units, according to the plan, the provincial People's Committee will prepare a project dossier before May 1, 2025. Before May 30, 2025, the Ministry of Home Affairs will appraise and prepare a Government project dossier to submit to the National Assembly Standing Committee.
Regarding the implementation of the arrangement of provincial-level administrative units, the plan clearly states that before May 1, 2025, the provincial People's Committee will prepare a project dossier.
Before May 30, 2025, the Ministry of Home Affairs will prepare a dossier for the Government's provincial merger project to submit to the National Assembly. The Law and Justice Committee reviews and the National Assembly reviews and approves before June 20, 2025.
According to the plan, the arrangement of administrative units at all levels will be summarized before September 20, 2025.
It is expected that on April 16, the Politburo will organize a National Conference to implement the arrangement of administrative units at the provincial and commune levels, and organize local governments at two levels.
According to the orientation criteria for the arrangement, it is expected that the whole country will have 11 provincial-level units remaining the same, including Hanoi City, Hue City, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh.
The remaining 52 provincial-level units subject to reorganization include 4 cities: Hai Phong, Ho Chi Minh City, Da Nang, Can Tho;
48 provinces including Ha Nam, Hung Yen, Vinh Phuc, Bac Ninh, Thai Binh, Hai Duong, Nam Dinh, Ninh Binh, Bac Kan, Thai Nguyen, Phu Tho, Bac Giang, Hoa Binh, Tuyen Quang, Lao Cai, Yen Bai, Ha Giang, Ninh Thuan, Quang Tri, Phu Yen;
Quang Binh, Quang Ngai, Khanh Hoa, Dak Nong, Tay Ninh, Binh Duong, Binh Thuan, Binh Phuoc, Ba Ria - Vung Tau, Ben Tre, Bac Lieu, Vinh Long, Hau Giang, Tra Vinh, Tien Giang, Soc Trang, Dong Thap, An Giang, Long An, Ca Mau, Quang Nam, Binh Dinh, Dak Lak, Dong Nai, Gia Lai, Kon Tum, Lam Dong, Kien Giang.

The Northeast region has 6 provinces: Phu Tho, Ha Giang, Tuyen Quang, Bac Kan, Thai Nguyen, Bac Giang.
The Red River Delta region has 9 provinces and cities including Hai Phong City, Ha Nam, Hung Yen, Vinh Phuc, Bac Ninh, Thai Binh, Hai Duong, Nam Dinh, Ninh Binh provinces.
The North Central region has 2 provinces of Quang Binh and Quang Tri.
The South Central region has 8 provinces and cities including Da Nang City and the provinces of Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan.
The Central Highlands region has 5 provinces: Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong.
The Southeast region has 6 provinces and cities: Ho Chi Minh City, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc, Dong Nai, Tay Ninh.
The Mekong Delta region has 13 provinces and cities: Can Tho City, An Giang, Bac Lieu, Ca Mau, Dong Thap, Hau Giang, Kien Giang, Long An, Soc Trang, Tien Giang, Tra Vinh, Vinh Long, Ben Tre.
If divided into 3 regions: North, Central and South, the South has 19 provinces and cities; the Central region has 14 provinces; the rest of the North has 19 provinces and cities.
