According to the announcement of the National Assembly Office, the 42nd session of the National Assembly Standing Committee will take place from February 5-7, 2025.
During this session, the National Assembly Standing Committee will give opinions on two draft Resolutions of the National Assembly on the organizational structure of the Government for the 15th National Assembly term and the Resolution of the National Assembly on the structure and number of Government members for the 15th National Assembly term.
This is one of the important contents to prepare for the 9th Extraordinary Session of the 15th National Assembly, scheduled to be held at the end of February 2025.
According to Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung, the upcoming 9th extraordinary session is expected to focus on submitting to the National Assembly for consideration and approval of 7 urgent contents to deploy and implement the organizational arrangement.
These contents include:
(1) Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly;
(2) Law on Government Organization (amended);
(3) Law on Organization of Local Government (amended);
(4) Resolution of the National Assembly on the establishment of a number of Ministries of the 15th Government for the 2021 - 2026 term;
(5) Resolution of the National Assembly on the structure of the number of Government members for the 16th National Assembly term;
(6) Resolutions of the National Assembly to resolve issues arising in legal provisions related to organizational arrangement;
(7) Personnel work under authority (if any).
In addition, for the other 3 contents proposed by the Government, the Secretary General of the National Assembly reported and asked for direction from the Standing Committee of the National Assembly.
These contents include: Draft Law on Promulgation of Legal Documents (amended); Draft Law on Management and Investment of State Capital in Enterprises; Report on the pre-feasibility study of the Lao Cai - Hanoi - Hai Phong railway investment project.
During this extraordinary session, the National Assembly is expected to meet for about 4.5 days (of which the last day of the session is expected to be arranged to vote and pass draft laws and resolutions and consider and decide on personnel work under its authority (if any).
The session will open after the Party Central Committee Conference and close at the end of February 2025. The National Assembly will be on recess for the agencies to have time to absorb, revise, and complete draft laws and resolutions before submitting them to the National Assembly for approval (the National Assembly is expected to be on recess for 2-3 days).
In the report on the preparation for the 9th extraordinary session, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that at this extraordinary session, the National Assembly will consider and decide to amend and supplement many laws and resolutions to serve the work of reorganizing the apparatus.
"This is a major policy of the Party and State, therefore, the Secretary General of the National Assembly suggests that National Assembly delegations proactively organize meetings with voters in an appropriate manner to inform voters about the contents of the Session, continue to spread deeply to all classes of people about the meaning and importance of the apparatus streamlining revolution, creating high consensus in the entire political system from the central to local levels" - Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung emphasized.
