The Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government recently issued Document No. 35 on completing the plan to arrange and streamline the organizational apparatus.
In this document, the Government Steering Committee requested ministries, branches and localities to complete the development of criteria and assessment regulations and conduct reviews and screening of civil servants and public employees under their management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget to reduce staffing according to the plan to arrange and streamline the organizational apparatus of ministries and branches in accordance with the roadmap for implementing policies prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
For ministries and ministerial-level agencies implementing plans to merge, consolidate, receive functions, tasks, organize apparatus, arrange and streamline apparatus, the Steering Committee clearly stated that it is necessary to submit to the Government a draft Decree stipulating the functions, tasks, powers and organizational structure of their ministries and agencies before February 3, 2025 to collect opinions from Government members;
Urgently synthesize, absorb, and complete the opinions of Government members, submit to the Government for promulgation before February 10, 2025, ensuring it takes effect immediately after the National Assembly approves the Government's organizational structure.
At the same time, complete the development of the Decision regulating the functions, tasks, powers and organization of internal organizations and units, as a basis for arranging civil servants, public employees and arranging leadership and management positions according to the guidance of the Ministry of Home Affairs in Official Dispatch No. 7968/BNV-CCVC dated December 8, 2024.
Notably, the Government Steering Committee also requested a number of central agencies to urgently receive and explain the opinions of Government members to complete the draft Decree regulating functions, tasks, powers and organizational structure.
Of which, 6 agencies, including: Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology urgently receive and explain the opinions of Government members to complete the draft Decree regulating the functions, tasks, powers and organizational structure of their agencies, and submit it to the Government for promulgation before February 3, 2025.
Regarding the Ministry of Public Security, the Government Steering Committee stated that based on the conclusion of the Politburo, it requested the Ministry of Public Security to complete the draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.
At the same time, proactively guide the provincial police to implement the Project on reorganizing district-level police and perfecting the functions, tasks and powers of the provincial police according to the direction of the Politburo and the Central Executive Committee (at the Central Conference held on January 23-24, 2025).
The Government Inspectorate must also complete the draft Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to the policy of the Politburo and the Central Executive Committee (at the Central Conference taking place on January 23-24, 2025).
