This is one of the important requirements of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government (Steering Committee of the Government) in Document No. 35/CV-BCDTKNQ18 recently issued on completing the plan to arrange and streamline the organizational apparatus.
Accordingly, the Steering Committee requested ministries, branches and localities to complete the development of criteria and assessment regulations and review and screen civil servants and public employees under their management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget.
Accordingly, to ensure the implementation of the plan to rearrange and streamline the organizational apparatus in a synchronous and timely manner immediately after the Central and National Assembly approve it, the Government's Steering Committee requests ministries, branches and localities to complete the development of criteria and assessment regulations and review and screen civil servants and public employees under their management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget to reduce the payroll according to the plan to rearrange and streamline the organizational apparatus of ministries and branches in accordance with the roadmap for implementing the policy prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
For ministries and ministerial-level agencies implementing the plan to merge, consolidate, receive functions, tasks, organize the apparatus, arrange and streamline the apparatus, on the basis of the plan to arrange and streamline the apparatus of the Government reported by the Government Party Committee to the Politburo, the Central Steering Committee, and the Steering Committee of the Government, the responsibilities are assigned to ministries and ministerial-level agencies to implement:
- Submit to the Government a draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry and its agencies before February 5, 2025 to collect opinions from Government members; Urgently synthesize, absorb and complete opinions from Government members, submit to the Government for promulgation before February 10, 2025, ensuring it takes effect immediately after the National Assembly approves the organizational structure of the Government.
- Complete the development of the Decision regulating the functions, tasks, powers and organization of internal organizations and units, as a basis for arranging civil servants, public employees and arranging leadership and management positions according to the guidance of the Ministry of Home Affairs in Official Dispatch No. 7968/BNV-CCVC dated December 8, 2024.
- Agree on the plan for handing over assets, finances, and state budget during the process of restructuring the apparatus according to the guidance of the Ministry of Finance in Official Dispatch No. 13749/BTC-NSNN dated December 14, 2024 (with minutes between the handing over party and the receiving party).
- Agree on the transition plan for managing public investment programs, tasks, and projects during the process of restructuring and perfecting the organizational apparatus according to the guidance of the Ministry of Planning and Investment in Official Dispatch No. 259/HD-BKHDT dated January 10, 2025 (with minutes between the transferring and receiving parties).
The Steering Committee also requested ministries and branches to proactively request the Ministry of Public Security to register the seals of agencies, organizations and units that have changed their names according to the plan to rearrange and streamline the apparatus reported to the Politburo and the Central Steering Committee, ensuring that after the Central and the National Assembly approve, they can immediately start operating in accordance with the provisions of law.
