As Lao Dong reported, the Bac Lieu Provincial Inspectorate has just officially issued an inspection conclusion related to land violations in Bac Lieu province in the period 2016 - 2020 after more than 3 years of inspection.
The inspection conclusion showed that the amount of violations amounted to over 34 billion VND; notably, the Land Registration Office and its branches in Bac Lieu province collected over 21 billion VND in illegal measurement fees; the People's Committees of districts, towns, cities and related units also collected over 12 billion VND in illegal fees.
Regarding this incident, information on the Government Electronic Information Portal on September 12 said that the Provincial Inspectorate proposed to recover and pay to the State budget more than 21.74 billion VND due to violations at relevant departments and offices under the Department of Natural Resources and Environment (DONRE) and other departments and branches.
Through inspections in districts, towns and cities, violations were also discovered with the total amount of money proposed to be recovered and paid to the State budget and returned to users being more than 19.52 billion VND. Of which, more than 12.41 billion VND was recovered.
Notably, the inspection agency pointed out that violations in the collection of survey fees in the past at the Department of Natural Resources and Environment, the Land Registration Office and its affiliated branches showed signs of violating the law and needed to be transferred to the investigation agency for clarification and handling according to legal regulations.
The Chief Inspector of Bac Lieu province accordingly recommended transferring the files of 4 cases with signs of crime to the investigation agency.
Case 1: Violations by the Department of Natural Resources and Environment, the Provincial Land Registration Office and its affiliated branches in collecting surveying fees with an amount of more than 21 billion VND; lack of funds through checking cash books, accounting books, and actual inspection of cash funds, the difference was more than 970 million VND.
Second case: Violations by the Department of Natural Resources and Environment and the People's Committee of Gia Rai town in the dossier of Tho Hoang Thanh Company Limited being leased land by a State agency with a total area of nearly 15,600m2 to carry out an extensive shrimp farming project.
Third case: Violations by the People's Committee of Bac Lieu City and related organizations and individuals, showing signs of violating the law on land management, allowing widespread debt recording of land use fees that are not subject to debt recording, causing consequences of loss of assets and money of the State budget when implementing land use purpose conversion.
Fourth case: Violations by the People's Committee of Gia Rai town related to the case of granting a land use right certificate to Mr. Nguyen Van Kiem in violation of regulations, with signs of collusion between officials of the Department of Natural Resources and Environment, the branch of the Office of Land Registration, and the People's Committee of Phong Thanh A commune to establish procedures for granting land use right certificates and transferring them for illegal profits of hundreds of millions of dong.
The Chief Inspector of Bac Lieu province also recommended that the Chairman of the Provincial People's Committee direct a formal review of the Director, Deputy Director in charge of the Department of Natural Resources and Environment and related individuals at the time of their appointment.
At the same time, review and clarify the responsibilities of the Chairman and Vice Chairman in charge of Bac Lieu City People's Committee and the Chairman and Vice Chairman in charge of Gia Rai Town People's Committee, Dong Hai, Hong Dan, Phuoc Long, Vinh Loi, Hoa Binh districts and related individuals at the time of responsibility.
