Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc has just signed Official Dispatch No. 55/CD-TTg dated August 19, 2026 of the Prime Minister on ensuring traffic order and safety during the National Day holiday of September 2nd and the peak month of traffic safety for students going to school.
The Prime Minister requests ministries and agencies within the scope of their tasks and powers to direct and well implement the following contents:
The Ministry of Public Security directs the police of units and localities to strengthen patrols, inspections, and strictly handle violations of traffic order and safety, with the spirit of respecting the law, handling drastically, ensuring respect for the law, "no forbidden zones, no exceptions"; focusing on handling acts that are direct causes of traffic accidents, especially violations of alcohol concentration, drugs, speed, lane, and lane.
Ensure waterway traffic safety in school areas, student pick-up and drop-off wharves, tourist areas, entertainment, festivals, student transport activities and passenger transport by waterway... immediately suspend operations for vehicles and wharves that do not meet safety conditions.
Focus on inspecting and controlling the compliance with legal regulations on business and transport management in the fields of roads and waterways; organize general control of passenger and cargo transport vehicles, focusing on business transport cars.
Tighten management, promptly detect, prevent and strictly handle passenger vehicles that collect money but are not registered for transport business, operate disguised, and violate regulations; handle responsibilities for organizations and individuals who loosen management and cause violations.
Proactively prevent, stop and strictly handle acts of gatherings causing public disorder, illegal racing; resolutely handle and suppress subjects with acts of resisting persons on duty; assign forces to regulate and reasonably divert traffic, guide safe and smooth traffic, especially on roads and areas predicted to have increased traffic volume during the holidays.
Strengthen inspection and handling of student violations, and at the same time strictly handle acts of handing over vehicles, allowing people who do not meet the conditions to drive vehicles; promptly notify schools of cases of students violating to coordinate education, reminders, and handling.
The Ministry of Construction directs its affiliated agencies, Departments of Construction and transport business units to have plans to ensure the capacity and quality of transport services, ensure traffic safety, especially passenger transport activities by road, rail, waterway and air during the holidays.
Coordinate with functional agencies of the education and training sector to direct the review of schools that use contract cars to pick up and drop off students, request transport units to strictly implement regulations on business and conditions for transport business by car in picking up and dropping off students;
Promptly handle unreasonable points in traffic organization, points where traffic accidents often occur newly; review and supplement the signal system, strictly implement the organization and guidance to ensure traffic on sections, routes, and works with construction activities; prioritize roads for people to travel during the holidays.
Review and temporarily suspend projects that are being renovated, upgraded, and narrowed road surfaces if they cause traffic obstruction on key traffic routes during the holidays.
