In the context of new regulations in the 2023 Law on Identification, Circular 17/TT-NHNN and Circular 18/TT-NHNN of the State Bank officially taking effect from January 1, 2025, directly affecting transfer/ withdrawal transactions, payments on accounts and cards for customers who have not updated their biometrics and identification documents.
BIDV has proactively and synchronously implemented many multi-channel solutions from product development, optimization of implementation processes and continuous communication widely to customers to grasp new regulations as well as the benefits of biometric collection and updating identification documents in conducting transactions at the bank.
With the cooperation in implementing electronic customer authentication services through the connection of "app - big - app" data between SmartBanking and VNeID, BIDV customers who are citizens with level 2 identification on the VNeID application have an additional channel to collect biometric authentication and identification documents through connection with the VNeID application, in addition to the form of scanning chip-embedded citizen identification cards on the phone with support for short-range wireless connection technology (Near-Field Communications-NFC) as at present.
The advantage of this new feature is that customers can collect biometric data themselves by agreeing to connect and share population data from VNeID to BIDV SmartBanking without relying on NFC chip reading support devices, without having to go to the bank, providing a convenient, easy experience but still ensuring the highest security.
Mr. Le Ngoc Lam - General Director of BIDV shared at the event: BIDV identifies digital transformation as one of the three strategic pillars of development by 2030, with the goal of becoming the bank with the leading digital platform in Vietnam.
The cooperation with the RAR Center is an important step to realize this goal, while promising to open up many new opportunities for BIDV to continue applying electronic identification data to digitize and diversify the bank's products in the coming time to bring customers more secure, simple and convenient safe transaction experiences".
Speaking at the signing ceremony, Mr. Pham Anh Tuan - Head of the State Bank's Payment Department congratulated the successful cooperation between BIDV and the RAR Center in deploying the electronic customer authentication feature via VNeID to meet the urgent practical needs in collecting customer biometrics according to the provisions of the Law and the State Bank.

Previously, from 2021 to present, BIDV has cooperated with units under the Ministry of Public Security to implement many important projects such as: Pioneering the application of chip-embedded ID cards in the eZone and CRM automatic transaction system; Applying chip-embedded ID cards to open accounts and collect customer biometrics; Linking bank accounts with VNeID to receive social security; Coordinating the implementation of relief and volunteer programs on the VNeID platform, applying population data in reliability assessment scoring and granting credit to customers in areas affected by Typhoon Yagi.
This cooperation event continues to mark a milestone of strategic cooperation between BIDV and the RAR Center, and at the same time demonstrates BIDV's strong commitment to constantly striving to bring the latest technology solutions into life to bring greater values to customers.
