Speaking at the opening of the Congress, Comrade Cao Van Binh, Party Committee Secretary, Chairman of the Board of Directors of CIC affirmed: The CIC Party Congress is a particularly important political event for the Party Committee and all cadres and party members. This Congress not only marks a 5-year journey full of efforts and achievements for the 2020-2025 term, but also opens a new development stage for CIC in the digital age.
Some outstanding results of the 20202025 term:
Completing the legal framework for credit information activities: Circular No. 15/2023/TT-NHNN dated December 5, 2023, Decision 573/QD-NHNN dated March 29, 2024 and Decision 1457/QD-NHNN dated March 26, 2025.
Continue to build and maintain a complete, accurate and transparent National Information and Communications database, improving the quality of Information and Communications services: By the end of 2024, the National Information and Communications Database had over 57 million loan customers, with the Information and Communications coverage reaching about 73.9% of the total adult population, exceeding the target of 70% set at the 2020-2025 Congress.
Supplying products for the direction and administration of the Board of Directors of the SBV, the state management of the units of the State Bank, supporting the CI in business activities: For credit institutions and CIC provided on average more than 65 million credit reports/year, in 2024, over 91 million, great contributions to credit management, monetary management and safety of the banking system. At the same time, CIC applied flexible price policy, reducing the cost of supporting people and credit institutions to overcome difficulties due to CIVI-19 pandemic. From 2020 to 2022, CIC has reduced the money to exploit the TTTD service for credit institutions of over 655 billion dong, contributing to supporting credit institutions to reduce costs and loan interest rates, showing the spirit of companionship for the country's socio -economic development.
Congress of points of the State Bank Party Committee
Speaking at the Congress, Governor Nguyen Thi Hong said that in recent years, implementing the Party's policy on reorganizing the organizational structure of the streamlined, efficient, effective and effective political system, the SBV Party Committee was established, as the direct superior party of the grassroots party organization directly under the Government Party Committee, on the basis of reorganizing the Party Committee of the SBV and reception of the State Bank of the Party Committee. Implementing the organization of the Party Congress at all levels in the SBV Party Committee to the first Party Congress of the Government Party Committee, term 2025-2030, the CIC Party Committee was trusted and selected by the Party Committee of the State Bank of Vietnam to organize the meeting of the meeting.
At the CIC Party Congress for the term 2025-2030, in addition to performing the tasks of the Party Congress of a Party organization, the CIC Party Congress is the Congress chosen by the State Bank of Vietnam Party Committee to organize points to draw experience in general direction for the entire Party Committee; Therefore, the Congress must be truly exemplary and serious, promoting the highest sense of responsibility, from the preparation of documents and personnel to the organization - the Governor emphasized.
At the same time, the Governor also acknowledged and praised the achievements of the CIC Party Committee in the last term. Typically, in the work of building the Party, the CIC Party Committee has paid special attention to the leadership and direction of the political and ideological work for officials, party members, officials and employees of the unit. The method of leadership and direction of the CIC Party Executive Committee has had the renovation, leadership, direction and administration of activities under the program and plan; flexibly adjust and supplement to suit the practical situation; Promote the initiative, creativity, promote efficiency in work and promptly remove difficulties and obstacles. The organizational structure of the government and party organizations has been consolidated, arranged synchronously and corresponding, ensuring effective and efficient operation. The CIC Party Committee is the first grassroots party committee in the State Bank of Vietnam to complete the congress of the branches under the term 2025-2027. The preparation of personnel is carried out in accordance with the process, publicity, democracy, ensuring the quantity, standards and structure as prescribed.
The results achieved in the past term by the CIC Party Committee are very encouraging, contributing significantly to the overall development of the banking industry, the Governor noted.
Orientations, tasks, and solutions for the 2025-2030 term
The CIC Party Committee's collective continues to lead and direct the party groups and all cadres, party members and the masses in the unit to promote the spirit of internal solidarity, strive to best complete all assigned tasks, take the results of building the Party as the foundation, the motivation to promote political tasks with the following key tasks:
Firstly, after the Congress, the new party committee must immediately embark on the development of the working regulations, the working program for the term and assign tasks to the members of the commissioner to lead and direct the Party's activities, propose effective solutions to overcome, strive not to let the limitations of this term repeat in the next term. Closely coordinate with the unit's leadership in the leadership and direction of cadres, party members and officials to well perform the assigned political tasks, contributing to the successful implementation of the Resolution of the Party Committee for the term 2025-2030 of the Party Committee.
Secondly, continue to lead and direct the serious and effective implementation of resolutions, directives, conclusions and guidance of the Party. The focus is conclusion No. 21-KL/TW of October 25, 2021 of the XIII Central Executive Committee on promoting the construction and adjustment of the Party and the political system; Resolutions and conclusions of the Central Executive Committee, the Politburo, the Secretariat on streamlining, reorganizing the organizational structure in the political system.
Third, propose breakthrough solutions according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs, development of science, technology, innovation and national digital transformation for leadership and implementation, ensuring practicality, efficiency, and closeness to the unit's professional tasks. Along with that, CIC needs to have a database with higher coverage, more comprehensive; forecast the domestic and international situation affecting the operations of the banking industry in general, CIC in particular.
Acquiring the guidance of the Governor, the CIC Party Secretary affirmed: In order to successfully carry out the tasks set out, the CIC Party Committee and all party members, officials and employees in the unit will constantly strive with the highest political determination, fulfill all assigned tasks and responsibilities.
At the Congress, the participants presented and contributed many opinions and presentations such as: "The Party's leadership role in implementing the plan of transforming the banking industry to improve the quality of the SBV's TTTD's activities", "Strengthening CIC information security solutions, ensuring safe and smooth TTTT activities in the spirit of the Party's Resolutions and the direction of the State Bank's Board of Directors ...
Also at the Congress, with a high spirit of unity, the participants elected the Executive Committee of the National Party Committee of Vietnam National Center for TTTT for the 2025-2030 term of 11 comrades; Electing delegations for the Party Congress of the SBV Party Committee for the term 2025-2030 include 07 official delegates and 01 alternate delegate.
At the end of the Congress, the SBV Party Committee held a meeting to draw lessons for the Party Committees and affiliated Party cells to organize the Congress in accordance with the Plan of the SBV Party Committee.
