According to the General Plan to 2050 just approved, Quang Ninh aims to become a city associated with international heritage with 3.8 million people.

Singapore with about 6 million people on an area of nearly 700 km2 has planned 24 new urban areas, each serving about 200,000-300,000 residents along with a complete system of schools, hospitals, commerce and public transport.
In South Korea, Songdo International Business District is also planned as an integrated city on an area of about 600 hectares, serving about 300,000 residents and workers, of which nearly 40% of the area is for green trees and public space.
The common point of these models is that infrastructure and amenities are invested in advance to attract residents, thereby forming urban vitality and creating sustainable growth momentum.
According to Dr. Architect Truong Van Quang, Deputy Secretary General of the Vietnam Urban Planning and Development Association, a city cannot operate effectively if it is only made up of small residential areas.
To operate on its own, it must reach a population scale and economic activity large enough to create a continuous rhythm of life day and night," the expert emphasized.
With the goal of reaching nearly 4 million people by 2050, Quang Ninh therefore needs megacities capable of creating large-scale residential communities, while developing a continuous service and economic ecosystem.
Planning ahead, utilities ahead of decades of demand
