We must put ourselves in the position of the people to carry out the work
According to the report of the Ministry of Agriculture and Environment, statistics up to November 23 have shown that floods have left 102 people dead or missing, 1,154 houses damaged, at the peak time 186,000 houses were flooded; over 80,000 hectares of rice and crops were damaged; over 3.2 million livestock and poultry were killed or swept away; 24 locations on national highways were eroded, blocked, the railway through Dak Lak and Khanh Hoa was temporarily suspended; many infrastructure works for transportation, irrigation, education, and health were damaged. This poses many challenges for the work of overcoming the consequences of floods and stabilizing the lives of people in localities.
In that situation, the Government has taken drastic and continuous action. At 7:00 a.m. on November 23 (Vietnam time), while in South Africa attending the G20 Summit, Prime Minister Pham Minh Chinh chaired an urgent online meeting with ministries, branches and 4 key provinces of Khanh Hoa, Gia Lai, Dak Lak, Lam Dong on the situation of floods and continued response and overcoming the consequences of natural disasters. Vietnam Post and Telecommunications Group (VNPT) is assigned the task of ensuring technical connectivity and maintaining stable transmission lines between points.

After listening to the complaints of ministries, branches and localities, the Prime Minister requested to urgently review isolated areas, resolutely prevent unreachable conditions, take care of the needs of the deceased, treat the injured, focus on searching for missing people; provide for the people, not let anyone lack food, clothing, hunger, cold, or thirst.
The Prime Minister requested to continue mobilizing maximum forces for disaster response and recovery, environmental sanitation, helping and supporting people; statistics, repairing and rebuilding power systems, roads, schools, stations, etc.
The Prime Minister especially emphasized: "The people need us most in difficult times, to put themselves in the position of the people to carry out work", all related entities need to promote the highest sense of responsibility to overcome the consequences of natural disasters in the fastest and most effective way.
Ensuring " blood vessel information" is smooth
One of the contents emphasized by the Prime Minister is the need to quickly overcome the transportation and communication systems. This is an important task, serving the direction and operation of the Government and local authorities as well as the needs of people for connecting information in harsh weather conditions.
Previously, due to the impact of floods, the telecommunications infrastructure of network operators was severely affected. Power outages are widespread, many fiber optic cables are broken due to landslides or being swept away by floods. Many roads were deeply flooded and blocked, causing many difficulties and dangers in reaching and rescuing the affected telecommunication stations...
However, in the spirit of making every effort to prevent network disruption, network operators have made efforts to deploy emergency technical forces, despite the harsh weather to maintain communication to serve the government and people.
According to VNPT, on November 19, many optical cable breaks occurred. When the water temporarily receded, technical teams from VNPT Gia Lai and VNPT Dak Lak immediately arrived at the scene to handle the situation. Hundreds of technical and materials staff were mobilized from neighboring areas, along with a 24/7 rescue plan, ensuring readiness for any arising situations.

In Khanh Hoa - where prolonged heavy rain caused deep flooding in many areas, VNPT quickly mobilized forces to deploy network repair work. At many points, technical staff had to walk for kilometers to reach the incident locations. Everyone is trying their best to ensure that no area is affected by waves, ensuring the service of direction and operation, rescue - relief as well as connecting voice and data for people.
In parallel with infrastructure improvement, network operators also quickly activated two-way roaming solutions in Khanh Hoa, Dak Lak, Gia Lai, helping to reduce network pressure and ensure continuous communication. The network operator's transaction points have also promptly opened their doors to welcome people coming to take shelter, charging phone batteries and information devices.
As of November 23, the telecommunications system of the provinces affected by floods in the South Central region has basically been restored. Currently, network operators are continuing to deploy measures to ensure the network is operated smoothly in the coming days.
VNPT leaders affirmed that, as a core enterprise, the Group always identifies ensuring communication, serving the direction of the Government, local authorities and supporting people as the top priority task, done with all resources and the highest readiness.
