In the context of the banking industry implementing restructuring towards improving operational efficiency and enhancing adjustment and rearrangement of the network in accordance with the adjustment of boundaries and administrative units at all levels, Agribank - the leading state-owned commercial bank in Vietnam - continues to affirm its key role in investing in the agricultural and rural sectors by promoting network restructuring, streamlining the organizational apparatus, and making the most of available resources to focus on prioritizing the development of the "Three Agricultural" area.
During the days from September 30 to October 1, 2025, Party Secretary and Chairman of the Board of Members of Agribank To Huy Vu and the working delegation of the Head Office had a working program with 03 branches in Nghe An province, including the West Nghe An Branch, South Nghe An and Nghe An to promptly grasp the operational situation in the first months of 2025 and the implementation of the network arrangement of branches in the area according to the Agribank restructuring plan associated with bad debt handling for the period 2021-2025.

Within the framework of the working program, the Party Secretary and Chairman of the Board of Directors of Agribank directly grasped and directed the opening of Do Luong II Nam Nghe An Branch (under Nam Nghe An Branch) and Vinh Nghe An Branch (under Nghe An Branch). This shows the attention, direction and drastic management of the Party Committee, Board of Members, and Executive Committee for improving the operational capacity of the existing branch system in Nghe An province, while affirming Agribank's determination to realize a comprehensive national financial strategy, constantly striving to expand digital financial services to people in rural, remote, and isolated areas, contributing to narrowing the development gap between regions, promoting new rural construction and local socio-economic development.
Accelerating network expansion in the "Tam Nong" area - a strategy in line with local realities
Immediately after the State Bank approved the Agribank restructuring plan associated with bad debt handling for the period 2021-2025, Agribank has synchronously applied many measures to improve the quality of the entire system's operations, focusing on and promoting network restructuring, streamlining the organizational apparatus, arranging and rearranging personnel to make the most of each resource.
Circular 32 of the State Bank of Vietnam, effective from August 15, 2024, has created conditions for Agribank to restructure and rearrange the network of scientific and more effective activities. The regulation allowing the change of branch locations between provinces/cities has especially removed difficulties and obstacles, creating a premise for Agribank to flexibly deploy, in accordance with reality and in accordance with legal regulations in arranging and rearranging the network of branches and PGDs nationwide. This not only ensures improving operational efficiency but also promptly meets the requirements and strategic business goals of Agribank in the new period.
Therefore, based on the assessment of local socio-economic characteristics, Agribank determined that expanding the network of branches and transaction offices to mountainous and disadvantaged areas is not only a political task, but also a strategic step to maintain market share, improve customer service efficiency and contribute to rural economic development.

For Nghe An province - a land with great development potential with the largest area in Vietnam (nearly 16,500 km2), the GRDP growth rate ranks second in the North Central region and 13th in the country. Nghe An is one of 11 provinces that have kept their administrative level unchanged - a testament to their potential and development prospects. In particular, according to the plan, by 2030, Vinh city and the Southeast Economic Zone will become smart cities, the growth pole of the whole region.

Currently, in Nghe An province, Agribank's network includes 03 Type I Branches, 19 Type II Branches and 47 Transaction Rooms. In 2025, based on the assessment of the socio-economic situation, support and maximum facilitation from the Provincial Party Committee, People's Council, and People's Committee of Nghe An province, the Agribank Board of Directors selected and decided to supplement and strengthen the network of branches and PGDs in rural and mountainous areas of Nghe An province. This is aimed at supporting farmers, cooperatives, and small and medium-sized enterprises to access capital and apply technology in production and business, thereby contributing to increasing income and sustainable economic development in the area.
Accordingly, the addition of two small-scale, ineffective type II branches in Nha Trang city to Nghe An province - a locality with much room for development - and the structure to become two type II branches under Agribank in Nghe An province, Vinh Nghe An Branch (under Nghe An Branch) and Do Luong II Nam Nghe An Branch (under Nam Nghe An Branch) is completely necessary, reasonable and has a long-term strategic nature, demonstrating Agribank's determination in carrying out its mission: Becoming a leading bank, a key bank in serving agriculture, farmers, rural areas and bringing a prosperous life to customers.
Affirming the role of a key bank in the field of "Tam Nong"
The network development strategy in Nghe An is part of Agribank's major orientation nationwide, aiming to realize the Party and State's policy on agricultural, farmer and rural development. With a network of nearly 2,300 branches and transaction offices nationwide, most of which are concentrated in rural areas, Agribank holds a leading position in providing credit and banking services to the "support of the economy" area, accounting for 65% of the population and 30% of the country's GDP.

Research on restructuring and rearranging the network of branches and transaction offices in Nghe An province is not beyond the goal of developing Agribank's network to quickly take the lead, occupy and expand market share in the region proactively, while promptly meeting the increasing demand for banking products and services of people and businesses, thereby contributing to significantly improving the operational efficiency of branches and transaction offices. The restructuring and rearrangement of Agribank's network in Nghe An province also demonstrates the deep commitment and high responsibility of the Party Committee, Board of Directors, and Board of Directors of Agribank in accompanying and actively supporting Nghe An province's socio-economic development strategy in many aspects:
First, develop a modern agricultural economy, associated with value chains and digital transformation. Nghe An has advantages in area, labor, and production tradition, Agribank is committed to prioritizing credit capital for clean agriculture, organic agriculture, and high-tech agriculture.
Second, promote industrialization and urbanization associated with regional linkages. Nghe An, as the " gateway to the North Central region", connecting the East-West economic corridor, closely linked with Thanh Hoa, Ha Tinh and neighboring countries such as Laos and Thailand. Agribank will accompany in providing credit, digital banking services to industrial, logistics, international trade enterprises and be a bridge to help Nghe An province's enterprises reach out to the world.
Third, building a digital economic ecosystem and comprehensive financial services, Agribank is not only a bank serving the "third party" but also a pioneer in digital transformation, developing digital banking and modern payment services. In Nghe An, Agribank aims to connect banks - customers - authorities to create a synchronous cashless payment ecosystem, so that every citizen, whether in urban areas or remote areas, can easily access modern banking services.
Speaking at the opening ceremony of Vinh Nghe An Branch (under Nghe An Branch) and Do Luong II Nam Nghe An Branch (under Nam Nghe An Branch), Comrade To Huy Vu - Party Secretary, Chairman of the Board of Directors of Agribank believes that the Board of Directors of the Branches will demonstrate the highest sense of responsibility, strong determination and solidarity to put the Branches into operation effectively, safely and sustainably right from the very beginning. He hopes that with their tireless efforts, the Branches will contribute practically to supporting people and businesses to access capital, thereby strongly promoting the economic development of the locality. Chairman of the Board of Directors To Huy Vu also believes and hopes that the 03 branches of Nghe An, Nam Nghe An, and Tay Nghe An will continue to develop safely and strongly; with the spirit of solidarity and close coordination, they will work together to accompany and actively contribute to the overall and comprehensive development of Nghe An province in the coming time.

Agribank's increase in the network in Nghe An province is not simply an expansion of banking market share but also a political and social responsibility of a State-owned commercial bank; not only increasing in quantity but aiming at quality: combining the model of branches, traditional transaction offices with mobile transaction points using specialized cars, digital banking, banking services on mobile phones... Thanks to that, Agribank can comprehensively cover, from the plains, urban areas to mountainous areas, remote areas of Nghe An, ensuring that no one person is left behind in the process of accessing modern financial services.
By promoting the presence of the Agribank system and increasing resources for rural areas in Nghe An province in particular and localities across the country in general, it clearly demonstrates the long-term development orientation, closely linking business goals with social responsibility; affirming Agribank's sustainable commitment to accompanying the development of farmers, businesses and agricultural and rural areas - which are in need of strong financial "pushes" to develop production and business, build new rural areas and promote local internal resources. Agribank is committed to always accompanying localities in spreading comprehensive finance, towards an inclusive and sustainable economy; making an important contribution to the country's industrialization and modernization process, strongly promoting the development of the digital economy in the new era. These are also specific actions of Agribank and the political system to realize the goal of "four pillars" of the Party's Resolution to create a foundation for Vietnam's sustainable development, including Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development.
