Points a, b, c, d, Clause 1, Article 21 of Circular 108/2026/TT-BCA of the Ministry of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026) stipulate the cases of changing driver's licenses as follows:
a) People with damaged driver's licenses that are no longer usable;
b) Vietnamese people, foreigners who already have a driver's license issued by a Vietnamese competent authority before expiring if they need to renew their driver's license;
c) In case the date, month, year of birth, full name, middle name, nationality recorded on the driver's license is incorrect with the citizen identification card, ID card or passport, the competent authority shall carry out procedures to change the new driver's license to be consistent with the information recorded in the citizen identification card, ID card or passport;
d) People who need to integrate an indefinite driver's license with a fixed-term driver's license.
Thus, from July 1, 2026, the above cases must renew their driver's licenses.
