    The Lao Dong Newspaper Legal Consulting Office replied:

    Article 10 of the Law on Management and Investment of State Capital in Enterprises in 2025 stipulates the forms of State Capital investment in enterprises as follows:

    1. Invest state capital to establish a business in which the State holds 100% of the charter capital.

    2. Invest state capital to supplement charter capital for enterprises with 100% state capital.

    3. Investing state capital to supplement capital at joint stock companies or limited liability companies with two or more members having state capital.

    4. Investing state capital to contribute capital to establish a joint stock company or a limited liability company with two or more members.

    5. Invest in state capital to contribute capital, buy shares and capital contributions in enterprises without state capital.

    Thus, the form of state capital investment in enterprises is regulated as above.
