On July 15, in Hanoi, the Ministry of Public Security held a conference to discuss solutions to promote the deployment of national and specialized databases. General Luong Tam Quang - Politburo member, Minister of Public Security, Head of the Working Group to deploy the Project to develop applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 of the Government (Project 06) chaired the conference.
According to the Ministry of Public Security's Electronic Information Portal, the report at the Conference clearly stated that implementing Resolution 57 of the Politburo, Resolution 71 of the Government; Plan No. 02 of the Central Steering Committee; Announcing Conclusion No. 35 of the Central Steering Committee's Support Team, in which the Ministry of Public Security was assigned to preside over and coordinate with relevant ministries, branches and corporations and enterprises to conduct a comprehensive review and assess the current status of 11 National Databases and Specialized Databases into 4 groups.
Regarding the overall architecture of the digital transformation system, a consistent architecture from the central to local levels has been issued according to the Vietnam Digital Government architecture framework model version 4.0.
The purpose is to orient and guide central and local agencies, Party, National Assembly, Government agencies, the Fatherland Front and socio-political organizations to participate in building an overall architecture of the digital transformation system, contributing to the implementation of the goals of Resolution 57.
In particular, the focus of the overall architecture of the digital transformation system is the National Databases, Specialized Databases formed and organized at ministries and branches, including: National and specialized Databases according to Plan No. 02; National and specialized Databases according to Resolution 71.
According to statistics, currently on the National Public Service Portal system, the whole country has 32% of administrative procedures implemented in full. In the current period, when implementing the two-level local government with the motto of service administration, the implementation of the construction of a national and specialized database is very urgent.
Concluding the conference, Minister Luong Tam Quang said that for databases under Resolution 71 and databases under the announcement decision of the national database list, databases of ministries and branches need to be deployed according to the principle of reviewing to the extent, coordinating with corporations and enterprises to develop implementation plans, digitize, and create data accordingly.
In addition, for the databases under construction, it is necessary to speed up progress, coordinate with assigned corporations and enterprises, ensure completion on time, and have measures to synchronize local databases to the Central level to form a national unified sectoral database and a national data center.
