The Lao Dong Newspaper Legal Consulting Office replied:
Clause 2, Article 10 of Decree 282/2025/ND-CP (effective from December 15, 2025) stipulates as follows: Fine from VND 2 million to VND 4 million for one of the following acts:
a) Deleting or correcting the content of confirmation of residence information and other documents related to residence;
b) Buying, selling, renting, leasing confirmation of information about residence, other documents related to residence to commit acts contrary to the provisions of law;
c) Borrowing, lending or using confirmation of residence information or other documents related to residence to commit acts contrary to the provisions of law;
d) Having resided in a new legal place of residence and is eligible for residence registration but not completing procedures to change the place of residence registration as prescribed by law;
d) accommodation businesses, collective housing, treatment facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments that do not implement accommodation notices for 01 to 03 residents;
e) Organizing, inciting, inciting, enticing, luring, brokering, or forcing others to violate the law on residence;
g) Possessing or receiving a mortgage of documents and papers on residence;
h) Destroying documents and papers on residence.
Thus, from December 15, 2025, the highest penalty for holding an ID card can be up to 4 million VND according to the above regulations.
