According to the conclusion of the Politburo, the Secretariat and the Standing Committee of the Government Party Committee have just agreed on a two-level local government model, which is the provincial level (including provinces and centrally run cities) and the grassroots level.
Many opinions are concerned about whether after merging provinces and cities and communes, people will have to change documents such as new ID cards and red books or not?
Recently, National Assembly Chairman Tran Thanh Man has just issued Resolution 190/2025/QH15 regulating the handling of a number of issues related to the arrangement of the state apparatus. This Resolution takes effect from February 19, 2025.
In particular, Article 10 of the Resolution raises the issue of documents and papers issued and issued by competent authorities and titles.
Documents and papers issued or issued by competent authorities or titles before the arrangement of the state apparatus but not yet valid or have not expired shall continue to be applied and used in accordance with the provisions of law until they expire or are amended, supplemented, replaced, abolished, canceled, or revoked by the agency or title receiving the function, task, authority or competent authority or person.
The competent authority or title issued shall not require organizations or individuals to carry out procedures for issuing and exchanging documents issued before implementing the reorganization of the state apparatus when these documents have not expired, unless otherwise provided by law.
For ID cards, the 2023 Law on Identification stipulates that ID cards with validity until maturity are printed on the cards. When people have a need, they are granted and changed their ID cards.
The law also stipulates the issuance and exchange of ID cards at the request of the person granted the ID card when the information on the card changes due to the arrangement of administrative units.
Thus, the citizen identification card and the identification card issued to the people before the merger if they have not expired, will continue to be used.
However, people can carry out the procedures for issuing new cards if needed.
As for red books, the 2024 Land Law stipulates that if the following documents are issued before the effective date of the law, they will still have legal value, people are not required to issue them again, except in cases of need, including:
Certificate of land use rights, certificate of house ownership rights and land use rights, certificate of house ownership rights, certificate of construction ownership rights.
Certificate of land use rights, house ownership rights and other assets attached to land.
