On the morning of October 31, continuing the 10th Session of the 15th National Assembly, General Luong Tam Quang - Politburo member, Minister of Public Security, authorized by the Prime Minister, presented the Draft Law on amending and supplementing a number of articles of 10 laws related to security and order affected by the results of the organizational arrangement. The laws include:
1. Amend and supplement a number of articles of the Law on Police.
2. Amend and supplement a number of articles of the Law on entry, exit, transit, and residence of foreigners in Vietnam.
3. Amend and supplement a number of articles of the Law on Exit and Immigration of Vietnamese citizens.
4. Amend and supplement a number of articles of the Law on Residence.
5. Amend and supplement a number of articles of the Law on Identification.
6. Amend and supplement a number of articles of the Law on Forces Participating in Security and Order Protection at the Grassroots Level.
7. Amend and supplement a number of articles of the Law on Road Traffic Order and Safety.
8. Amend and supplement a number of articles of the Road Law.
9. Amend and supplement a number of articles of the Law on Management and Use of Weapons, Exploitable materials and Supporting Tools.
10. Amend and supplement a number of articles of the Law on Fire Prevention, Fire Fighting and Rescue.
With the Law on Identification, amend and supplement regulations on identification management agencies; revoke ID cards; and the validity of electronic identification cards.
Amend and supplement the regulations of 2 administrative procedures to create more favorable conditions for people.
According to the draft law, the agency managing the ID card is the agency assigned by the Ministry of Public Security to perform the task of managing the ID card, national database on population, ID database, electronic identification and authentication system, including: the agency managing the ID card of the Ministry of Public Security, the Provincial/City Police and the police of communes, wards, and special zones.
The ID management agency uses information about facial photos, fingerprints, eye contact that has been collected most recently and information currently in the national population database, ID database to reissue the ID card.
Regarding the place of procedures for issuing, exchanging, and reissuing ID cards, the draft law stipulates the agency managing the ID cards of the Provincial and Municipal Police and the Police of communes, wards, and special zones.
Regarding the Law on Road Traffic Order and Safety, amend and supplement regulations on upgrading driving licenses; the authority to regulate training, testing, issuance, exchange, re-issuance, and revocation of driving licenses for national defense and security purposes; revocation of driving licenses; driving time of car drivers.
For the Road Law, amend and supplement regulations on road traffic safety appraisal and examination.
Regarding the transitional provisions, journey monitoring devices and images recording devices installed according to the provisions of the Law on Road Traffic Order and Safety will continue to be used until December 31, 2029.
