Having a driver's license in VNeID, is it necessary to present a hard copy when being checked?

Clause 1, Article 1 of Circular 28/2024/TT-BCA of the Ministry of Public Security amending and supplementing Point a, Clause 2, Article 12 of Circular 32/2023/TT-BCA stipulates as follows:

When the information of the documents has been integrated and updated in the electronic identification card, electronic identification account on the National Identification Application (VNeID), in the database managed by the Ministry of Public Security, inspection and control are carried out through information in the electronic identification card, electronic identification account on VNeID, database; the inspection of information of documents in the electronic identification card, electronic identification account on VNeID, database is as valuable as direct inspection of those documents.

Clause 2, Article 1, Circular 28/2024/TT-BCA (amending and supplementing Clause 3, Article 18 of Circular 32/2023/TT-BCA) specifically distinguishes 2 cases of document inspection as follows:

a) In case the vehicle operator or vehicle owner presents information of documents that have been integrated and updated in the electronic identification card, electronic identification account on VNeID, in the database managed by the Ministry of Public Security, inspection and control are carried out through information in the electronic identification card, electronic identification account on VNeID, database;

b) In case the vehicle operator or vehicle owner presents a copy of the documents, they shall conduct direct inspection and comparison of those documents and look up information related to those documents in the system of administrative violation handling databases and other databases;

Thus, when driving licenses are integrated into VNeID, it is no longer necessary to present a hard copy when being checked.
