Determine the basis for forming the price level
According to Mr. Vu Van Minh - Deputy Director of Lam Dong Department of Agriculture and Environment, the signing of waste treatment contracts must comply with legal regulations on bidding.

Currently, Ward 3 Bao Loc and Ward B'Lao have completed signing contracts. Wards 1 and 2 Bao Loc are still facing obstacles in the negotiation process.
The Department requested the parties to review and clarify the package price, bid price, proposed winning bid price and approved winning bid price; and at the same time determine the basis for forming the price level of 440,000 VND/ton before signing the contract.
According to the Department of Agriculture and Environment, domestic solid waste treatment services belong to the group of goods and services priced by the State.

Waste treatment unit prices must not exceed the maximum price according to technology, scale, capacity and conditions applied in Decision 2479/QD-UBND dated May 27, 2026 of Lam Dong Provincial People's Committee.
Localities and investors must review unit prices in estimates, contractor selection dossiers and compare them with the appraisal results of the price plan.

The Department of Agriculture and Environment also requested to clarify the basis for determining and adjusting the level of 49,000 VND/ton compared to the approved winning bid price. If there is a difference, the parties must clearly determine the basis for handling before signing the contract.
No basis for payment of 75% according to designed capacity
Regarding the plan of Ward 1 Bao Loc on temporarily paying 75% of the value of waste that has been accepted and preserving the remaining 25%, the Department of Agriculture and Environment requested to clarify the basis for implementation.
According to the dossier, the factory of Green Friendly Environment Joint Stock Company has a designed capacity of 75% treated with burning technology, 20% composting and 5% landfilling.
However, the Department affirmed that this is only the maximum capacity structure, not the basis for determining the payment ratio.

Therefore, there is no basis to convert the ratio of 75% - 20% - 5% into a payment ratio. Acceptance and payment must be based on the actual volume of treated waste, technology, process and conditions in the contractor selection dossier and contract.
The investor must inspect and confirm the volume and quality of service; the enterprise provides weighing station data, operating logs and documents proving the processed volume.
Localities have signed contracts to carry out acceptance and payment according to the contract and actual volume. For Ward 1 and Ward 2 Bao Loc, the contract has not been completed, the processed volume must be reviewed based on the contractor selection dossier and acceptance results.

The Department of Agriculture and Environment requests Green Friendly Environment Joint Stock Company to coordinate in removing obstacles and promptly notify if changes in waste reception capacity are made so that localities can proactively plan.
People's Committees of wards in Bao Loc area are required to urgently complete contracts, and at the same time prepare contingency plans, coordinate garbage to establishments appropriately when necessary.
Ms. Nguyen Thi Ngan Ha - Vice Chairwoman of the Board of Directors of Green Friendly Environment Joint Stock Company - said that the enterprise once announced a temporary suspension of receiving garbage from August 1st due to not completing the contract and still having problems with payment. After that, the enterprise agreed with Ward 1 and Ward 2 Bao Loc to extend the receiving time for another week to continue negotiations.
However, to date, the parties have not yet agreed on the content of the contract. The Department requests urgent removal of obstacles, ensuring that garbage collection, transportation and treatment activities in the area are not interrupted.
