High school students do not have to submit applications for tuition exemption or support

Clauses 1 and 2, Article 18 of Decree 238/2025/ND-CP stipulate as follows:

1. Documents on procedures and procedures for implementing tuition exemption in public preschools, public general education institutions, and public educational institutions implementing general education programs.

Preschool children, high school students, and those studying general education programs in educational institutions do not have to submit applications for tuition exemption or support. Within 10 working days from the opening date of the school year, the school principal is responsible for making and approving the list of students exempted from tuition fees.

2. Documents on procedures and order for implementing tuition support in private and public preschools, private general education institutions, educational institutions implementing private general education programs, preschools, general education institutions in universities, colleges, and research institutes.

Preschool children, high school students, and those studying general education programs in educational institutions do not have to submit applications for tuition exemption or support. Within 10 working days from the opening date of the school year, the school principal is responsible for making a list of learners who are supported with tuition fees, along with tuition support levels issued by the People's Council of the province or centrally run city to the People's Committees of communes, wards, and special zones under the provincial level or the Department of Education and Training (according to the state management of education and training) for appraisal and approval.

Thus, high school students do not have to submit a request for tuition exemption or support.
