The above policy is mentioned in Decree 66/2025/ND-CP stipulating policies for children in kindergartens, students, and trainees in ethnic minority and mountainous areas, coastal areas and islands and educational institutions with children in kindergartens and students enjoying the policy.
This Decree takes effect from May 1, 2025 and replaces Decree No. 116/2016/ND-CP dated July 18, 2016 on regulations on policies to support students and high schools in particularly disadvantaged communes and villages and Joint Circular No. 109/2009/TTLT/BTC-BGDDT dated May 29, 2009 of the Ministry of Finance and the Ministry of Education and Training on guiding a number of financial regimes for students of ethnic minority boarding schools and ethnic minority university reserve schools.
According to Article 6 of Decree 66/2025/ND-CP, the policy beneficiaries for children in boarding houses, boarding students, boarding students, ethnic minority students and university provision students are stipulated as follows:
Policy for children of boarding houses
Lunch support: Each kindergarten child is supported with 360,000 VND per month and is entitled to no more than 9 months/school year.
Policy for boarding students and boarding students
Meal allowance: Each student and trainee is supported with VND 936,000 per month and is entitled to no more than 9 months/school year;
Housing support: Each boarding student and semi-boarding trainee who must be self-sufficient in accommodation because the school cannot arrange accommodation in school or a first and second graduate student or a student with disabilities who needs to be self-sufficient in accommodation near the school for relatives to take care of will be supported with VND 360,000 per month and will receive no more than 9 months/school year;
Rice support: Each student and trainee is supported with 15 kg of rice per month and is entitled to no more than 9 months/school year;
Boarding students in grades 1 and 2, ethnic minorities who have learned Vietnamese before studying in the first grade program, will receive an additional month of the policies specified in Points a, b, c, Clause 2, Article 6 of Decree 66/2025/ND-CP.
Policy for ethnic minority boarding students and university students
Policy scholarships:
The provisions of Article 9 of Decree 84/2020/ND-CP detailing a number of articles of the 2019 Education Law;
Reward:
During the school year, students who achieve the title of "Excellent Student" will be rewarded with VND 800,000/student; students who achieve the title of "Excellent Student" will be rewarded with VND 600,000/student;
Providing personal and academic items:
Boarding students at each level and university transfer students are provided with one-time gifts in kind: blankets, curtains and other personal items with a budget of VND 1,080,000/student;
Each school year, students are provided with 02 sets of uniforms and school supplies including: Literature, paper, pens and other learning tools with a budget of VND 1,080,000/student;
Bus fares:
Ethnic minority students are provided with train fares 02 times during the Lunar New Year and summer vacation (both departure and return) according to the normal fare of public transport (in case there is no public transport in the area, the distance and the normal fare of public transport in other similar areas of the province will be calculated). University reservists and ethnic minority students who are boarding students are only provided with one bus fee during the Lunar New Year (both departure and return);
Support rice:
Each student is supported with 15 kg of rice per month and is entitled to no more than 9 months/school year.
