Red book is the way people call the Land Use Rights Certificate.
Clause 2.3, Section 2 of Official Dispatch No. 991/BNNMT-QLDD dated April 11, 2025 of the Ministry of Agriculture and Environment guiding the editing of land use records, land databases and synthesis of natural area data when arranging administrative units at all levels has the following content:
2.3. Regarding Certificates issued through different periods
After the arrangement of administrative units, it is not mandatory to simultaneously revise the issued Certificate, except in cases where the land user or owner of property attached to the land has a need or performs it at the same time as administrative procedures on land. The adjustment of changes in information of the land plot (number of documents, number of plots, address) on the issued Certificate is implemented according to the provisions of Clause 5, Article 41 of Circular No. 10/2024/TT-BTNMT; in case the issued Certificate no longer has a trong line to confirm the change, a new Certificate will be issued to show the information of the land plot according to the provisions of Clause 6, Article 23 of Decree No. 101/2024/ND-CP.
Clause 5, Article 41 of Circular No. 10/2024/TT-BTNMT regulating land use records, land use right certificates, and ownership of assets attached to land stipulates the confirmation of changes to the issued Certificate in cases of registration of land changes and assets attached to land as follows:
5. In case the land user or owner of the property attached to the land changes his/her name or information about legal documents, personal identification, and address, the issued Certificate shall include the content as prescribed in Clause 4, Article 13 of this Circular.
Clause 6, Article 23 of Decree No. 101/2024/ND-CP stipulates the following cases of registration of changes in land and assets attached to land: The Certificate of land use rights and ownership of assets attached to land must be reissued:
6. Cases of registration of changes in land use rights and ownership of assets attached to land where the issued Certificate no longer has a trong line to confirm the change or cases where land users and owners of assets attached to land need to reissue a new Certificate of land use rights and ownership of assets attached to land.
Thus, after arranging administrative units, merging provinces and cities, it is not mandatory to simultaneously revise the issued Certificate (including a red book), except in cases where the land user or owner of the property attached to the land has a need or performs it at the same time as the land administrative procedures according to the above regulations.
