Clause 2, Article 15 of Decree No. 87/2026/ND-CP stipulating penalties for administrative violations in the field of culture and advertising (effective from May 15, 2026) stipulates as follows:
2. Fines for one of the following violations of the obligations of film distribution cinemas:
a) From 5 million VND to 10 million VND for acts of not exempting or reducing ticket prices for the elderly, people with disabilities, people with meritorious services to the revolution, children, people in particularly difficult circumstances and other subjects as prescribed;
b) From 40 million VND to 60 million VND for acts that do not ensure conditions for film dissemination for each form of film dissemination as prescribed;
c) From 60 million VND to 80 million VND for acts of not displaying film classification levels and warnings as prescribed;
d) From 80 million VND to 100 million VND for the act of not stopping the dissemination of films when requested in writing by a competent state agency.
Clauses 2, 3, Article 6 of Decree No. 87/2026/ND-CP stipulate:
2. The penalty level specified in Chapter II and Chapter III of this Decree is the penalty level applied to individuals, except for cases specified in Clauses 2, 5, 6 and 7 of Article 15; Clauses 4, 5, 6 and 7 of Article 16; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 33; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 34; Clauses 1, 2, 3, 4 and point a of Clause 5 of Article 35; Articles 57, 58 and 59 of this Decree is the penalty level applied to organizations.
Thus, from May 15, 2026, film distribution facilities that do not exempt or reduce movie ticket prices for the elderly and children may be fined up to 10 million VND according to the above regulations.
