Clause 4, Article 8 of Decree 57/2026/ND-CP on restructuring state capital in enterprises (effective from February 13, 2026) stipulates that organizations and individuals are not allowed to buy initially issued shares of equitized enterprises, including:

a) Members of the Steering Committee, Aid Team for equitization of enterprises (except for members who are representatives of enterprises);

b) Intermediary financial institutions and individuals under this organization participating in the implementation of equitization consulting, auditing financial statements and auditing agencies determining enterprise value;

c) Subsidiary companies, affiliated companies within the same Group, General Corporation and parent company - subsidiary corporation;

d) Organizing the auction of shares and individuals belonging to this organization related to the auction;

d) Related persons as prescribed in Clause 23, Article 4 of the Enterprise Law of organizations and individuals specified in Points a, b and d of this clause.

Thus, from February 13, 2026, the above-mentioned organizations and individuals are not allowed to buy shares issued for the first time of equitized enterprises.
