The Lao Dong Newspaper Legal Consulting Office replied:
Article 9 of Decree 222/2025/ND-CP (effective from September 25, 2025) regulates teaching and learning in foreign languages in educational institutions, regulating tuition fees, use and management of tuition fees for teaching and learning in foreign languages as follows:
1. For public general education and continuing education institutions
a) Tuition fees for organizing teaching and learning in foreign languages in public general education and continuing education institutions are implemented according to the principle of correctness, completeness, revenue and expenditure compensation and with the consent of learners;
b) The collection, use and management of tuition fees for teaching and learning in foreign languages at public general education and continuing education institutions shall comply with the regulations of the People's Councils of provinces and centrally run cities.
2. For public vocational training institutions
Based on the level of financial autonomy and the ability to pay of learners to determine the tuition fee collection level based on the socio-technical norms according to the provisions of the Law on Vocational Education and the Government's regulations on tuition management mechanisms for vocational training institutions in the national education system; publicize the tuition fee collection level before enrollment and be responsible for explaining to learners and society about the tuition fee collection level.
3. For public higher education institutions
Based on the level of financial autonomy and the ability to pay of learners to determine the tuition fee collection level based on the socio-technical norms according to the provisions of the Law on Higher Education and the Government's regulations on tuition management mechanisms for public higher education institutions in the national education system; publicize the tuition fee collection level before enrollment and be responsible for explaining to learners and society about the tuition fee collection level.
4. For private and public educational institutions
a) Proactively develop tuition fees for each school year and course for each subject, modular, part-time, educational activities, content taught and learned in foreign languages to ensure cost compensation and have reasonable accumulation, be responsible for publicly and explain to learners and society about the tuition fees decided by the educational institution;
b) Responsible for explaining the average tuition fee per student, the annual tuition fee collection rate, the tuition fee collection rate at all levels; explaining the roadmap and rate of tuition increase in the following years, implementing publicity and transparency according to the provisions of law, explaining to learners and society,
5. The collection, use and management of tuition fees for teaching and learning in foreign languages at schools of state agencies, political organizations, socio-political organizations, and armed forces shall comply with the provisions of current law.
6. The use of tuition fees to ensure the costs of teaching and learning in foreign languages, including payment of remuneration to teachers. Expenditures from tuition fees shall be implemented in accordance with current laws.
7. The management of tuition fees, accounting and statistics, synthesis, and annual settlement reports of the unit are implemented in accordance with current legal regulations, ensuring publicity and transparency. Educational institutions must comply with the requirements for inspection, examination, and auditing of financial institutions, auditing agencies, and competent educational management agencies on teaching and learning in foreign languages.
Thus, from September 25, 2025, tuition fees in English-language schools are regulated as above.
