On the afternoon of August 18, the Party Committee of the Ministry of Home Affairs held the 1st Congress, term 2025-2030 with the participation of 198 outstanding Party members, representing nearly 1,300 Party members in the entire Party Committee.
Attending and directing the Congress were Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh.
Also attending the Congress were leaders representing the Central Party Committees, leaders representing the advisory agencies to assist the Government Party Committee.
Speaking at the opening of the Congress, Party Secretary and Minister of Home Affairs for the 2020-2025 term Pham Thi Thanh Tra emphasized that the 1st Congress of the Party Committee of the Ministry of Home Affairs for the 2025-2030 term took place in the context of the country facing many new development opportunities, but also intertwined with many difficulties and challenges.
In particular, the congress was held at a time when the entire Party, the entire people and the entire political system are implementing decisions of historical significance, a strategic breakthrough to bring the country firmly into an era of strong and prosperous development.
The head of the Ministry of Home Affairs emphasized that one of the highlights of the recent term was the "revolution" in organizing the apparatus, arranging administrative units at all levels and organizing local governments according to the 2-level model...
According to Minister Pham Thi Thanh Tra, the new opportunities of the country for the Party Committee of the Ministry of Home Affairs require greater efforts, higher determination, and at the same time improving forecasting capacity in state leadership, direction and management in all fields.
At the same time, the Congress has an important task of contributing opinions to the draft Political Report of the Government Party Committee to be submitted to the 1st Government Party Congress, term 2025-2030, as well as documents of the 13th Party Central Committee to be submitted to the 14th National Party Congress.
On behalf of the Presidium, member of the Standing Committee of the Party Committee, Deputy Minister of Home Affairs Vu Chien Thang briefly presented the draft Political Report of the Party Executive Committee of the Ministry of Home Affairs to the Congress.
Based on the assessment of the results of the implementation of tasks for the 2020-2025 term, identifying the domestic and international context, in the face of new opportunities, in the face of the country's important task requirements, the Party Committee of the Ministry of Home Affairs determined that there needs to be a breakthrough mindset and solutions to effectively carry out tasks in the new term.
In particular, the Party Committee of the Ministry of Home Affairs also identified 4 key breakthrough tasks.
First of all, it is to innovate the content and methods of operation of grassroots Party organizations to meet the leadership requirements in the new era.
Two is to perfect the system of state administrative institutions and national governance, promote decentralization and delegation of authority in management and development management between the central and local governments; institutions on labor, employment, wages, social insurance and policies for meritorious people.
Three is to innovate the method of evaluating cadres, civil servants and public employees in a restructured manner, improving the quality of the team; effectively implementing policies to detect, attract and promote talents and talents for the public sector.
Four is to synchronously and effectively carry out key and breakthrough tasks with the requirements of innovation and reform in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.
