Salary for people mobilized for civil defense tasks from August 23, 2025
Decree 200/2025/ND-CP dated July 9, 2025 stipulates salary, wages, meals, and special allowances for people mobilized for training, coaching, drills, and performing civil defense duties, effective from August 23, 2025.
People who do not receive salaries from the State budget when mobilized according to the decision of the competent authority will receive: Workday allowance; food allowance; special allowance.
The person receiving salary from the State budget when mobilized to perform civil defense duties will be able to pay the full: Salary; benefits; travel allowances; train and bus fares; receive regional allowances or working regimes in toxic environments, if any.
Chairmen of State-owned enterprises are allowed to decide on their salaries and bonuses
According to the Law on State Capital Management and Investment in Enterprises effective from August 1, the board of members or chairman of a company at a State-owned enterprise will decide on salary policy, remuneration, bonuses and other benefits for employees and management positions.
The Government only regulates the salary, remuneration, and bonuses of direct owner representatives and controllers at State-owned enterprises.
State ownership representatives at enterprises, inspectors, general directors and management positions will receive salaries in the general salary fund of enterprises. Bonuses for employees, owner representatives, and controllers are deducted from the after-tax profit of the enterprise.
Regarding profit distribution after tax, after handling the content according to regulations, state-owned enterprises are allowed to allocate up to 50% to the Development Investment Fund to invest in expanding production and business.
Enterprises are also entitled to a maximum of 3 months' salary to establish a Reward and Welfare Fund. The after-tax profit is also used to set aside other funds according to regulations.
People working full-time on digital transformation will be supported with 5 million VND/month from August 15, 2025
On July 1, 2025, the Government issued Decree No. 179/2025/ND-CP stipulating the level of support for people working full-time on digital transformation, network information security, and network security.
Accordingly, people working full-time on digital transformation, network information security, and network security who are subjects specified in this Decree will receive a support level of 5 million VND/month.
The above support level is paid at the same monthly salary and is not used to calculate social insurance and health insurance contributions and benefits.
This support level will be applied until salary policy reform is implemented according to the policy of the competent authority.
The above regulation takes effect from August 15, 2025.
