The Lao Dong Newspaper Legal Consulting Office replied:
Clause 3, Article 28 of the Law on Organization of Local Government 2025 (effective from March 1, 2025) stipulates that the determination of the number of Commune People's Council delegates is implemented according to the following principle:
a) Communes and towns in mountainous areas, highlands and islands with 2,000 or less people are elected to 15 delegates; with over 2,000 people to under 3,000 people elected to 19 delegates; with 3,000 to 4,000 people elected to 21 delegates; with over 4,000 people, every 1,000 more people are elected to 01 delegate, but the total number is not more than 30 delegates;
b) Communes and towns not specified in Point a of this Clause with 5,000 or less members can elect 25 delegates; for more than 5,000 members, an additional 2,500 members can elect 01 delegate, but the total number cannot exceed 30 delegates;
c) A ward with 10,000 or less members can elect 21 delegates; for more than 10,000 members, for every 5,000 more members, 01 delegate can be elected, but the total number cannot exceed 30 delegates.
Thus, from March 2025, the number of commune People's Council delegates is regulated as above.
