2.Amend and supplement Point a, Clause 1, Article 20 as follows:
a) The Chairman of the People's Committee at the commune level promulgates and abolishes level 1 civil defense in the management area;
Thus, from July 1, 2025, the Chairman of the People's Committee at the commune level will replace the Chairman of the District People's Committee to promulgate and abolish level 1 civil defense in the management area.
Clause 1, Article 14 of Decree 200/2025/ND-CP effective from August 23, 2025 stipulates the issuance of level 1 civil defense as follows: a) Professional officers in each assigned field who receive information about incidents, disasters or risks of incidents and disasters must promptly coordinate with competent agencies to advise the Civil Defense Command Committee, Chairmen of the People's Committees at the same level to issue level 1 civil defense when developments, the level of damage or risk of causing damage beyond the capacity of specialized forces, concurrent forces and other forces at the commune level; b) Chairmen of the People's Committees at the commune level must promptly coordinate with the competent authorities to advise the Civil Defense Command Committee at the same level or the direction of the above-level People's Defense Committee; c) Chairman of the People's Committee at the same level to announce the People's Defense Committee at the same level; c) Chairman of the People's Committee at the same time, report to the People's Defense Committee at the commune level 1 level.
According to Clause 4, Article 14 of Decree 200/2025/ND-CP, the main content of the decision to declare the civil defense level includes: Reasons for declare the civil defense level; measures that need to be applied immediately to respond and overcome the consequences to minimize damage caused by incidents and natural disasters; scope of the area applying the civil defense level; time to implement civil defense measures; responsibilities of organizations, agencies and units implementing.
