The Minister of Health issued Circular No. 14/2025/TT-BYT regulating the division of authority of local authorities at two levels in the fields of social protection and prevention and control of social evils.
Article 2 of this Circular stipulates the establishment and dissolution of the Voluntary Social Work Team and approves the operating regulations as follows:
1. The authority to decide on the establishment and dissolvement of the Voluntary Social Work Team prescribed in Article 6 and approve the operating regulations prescribed in Clause 1, Article 10 of Joint Circular No. 24/2012/TTLT-BLDTBXH-BNV-BTC dated October 22, 2012 of the Minister of Labor - Invalids and Social Affairs, the Minister of Home Affairs, the Minister of Finance stipulates the establishment, dissolvement, organization of activities and policies for the Voluntary Social Work Team at the commune, ward and town level implemented by the Chairman of the People's Committee at the commune level.
2. Procedures and implementation procedures:
a) Based on the situation and practical requirements of social evils prevention and control in the management area, the Chairman of the People's Committee at the commune level shall consider the decision to establish a Volunteer Team and approve the Regulations on the operation of the Volunteer Team.
In case of changing the volunteer Team members, the Chairman of the People's Committee at the commune level decides to change the volunteer Team members;
b) Based on the practical situation of the local work of preventing and combating social evils, the Chairman of the Commune People's Committee decides to dissolve the Volunteer Team.
