1.Line points, principles, requirements
(1) The formulation of personnel planning plans at the Party Committee, Standing Committee of the Party Committee, and the Inspection Committee of the Party Committee; assigning members and members of the Standing Committee of the Standing Committee to hold the positions of leaders of agencies and affiliated units after merging and merging are important jobs, need to ensure the leadership and direct guidance of the Politburo and the Secretariat on the basis of promoting the competence and responsibilities of the Standing Committee of the Provincial Party Committee and the Party Committee (before and after the merger, merger) and authorities as prescribed; At the same time, closely linked with improving performance, effectiveness and efficiency of the political system.

2. Standard

3. Content of building personnel plans and steps
3.1. Regarding the key personnel plan of localities after consolidating and merging (Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly Delegation and members of the Party Central Committee are members of the Standing Committee of the Provincial Party Committee and the Party Committee):
