Regulations on transporting overweight oversized goods

The Lao Dong Newspaper Legal Consulting Office replied:

Article 53 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) stipulates the need to ensure road traffic order and safety for oversized and overweight vehicles as follows:

1. Oversized and overweight goods are goods that cannot be divided into small or disassemble, when transported by road, causing vehicles or vehicle combinations to exceed the permitted limit for road traffic in terms of size and volume according to the provisions of law.

2. Vehicles transporting oversized and overweight goods must be suitable for the type of goods, size, weight of the goods and must have a vehicle circulation permit issued by a competent road management agency.

3. Oversized and overweight vehicles are allowed to be assembled and connected into a complex of many vehicles including tractor-trailers, tractor-trailers to pull or both pull and push the trailer, specialized trailer shirts, and union-shaped trailer, including the case of joining through the transported goods.

4. Vehicles transporting oversized and overweight goods must run at the speed prescribed in the license and must have a signal of the goods' size; if necessary, there must be people and vehicles to support according to the provisions of Point d, Clause 4, Article 52 of this Law when transporting oversized and overweight goods on the road.

5. The agency granting the right to circulate vehicles transporting oversized and overweight goods is responsible for immediately sending a notice to the Traffic Police Agency of the Ministry of Public Security and the Traffic Police Agency to carry out the task of ensuring order and traffic safety on the route or section of road that the vehicle passes through to command, control road traffic, inspect, control, handle violations of the law, ensure road traffic order and safety.

6. The Traffic Police force is responsible for organizing patrols, controlling, and handling violations of the law on road traffic order and safety for vehicles transporting oversized and overweight goods on the road.

7. The Minister of Transport shall specify the transportation of oversized and overweight goods; regulate the transportation of oversized and overweight goods and the granting of a license to circulate vehicles transporting oversized and overweight goods by road.

Thus, from January 1, 2025, ensuring order and safety of road traffic for oversized super heavy-duty vehicles is regulated as above.
