Procedures for granting a Certificate of Eligibility for Gold Jewelry and Cosmetic Production

    The Lao Dong Newspaper Legal Consulting Office replied:

    Article 13 of Circular 34/2025/TT-NHNN of the State Bank (effective from October 10, 2025) stipulates the procedures for granting, amending and supplementing Certificates of eligibility for gold production for jewelry and fine arts as follows:

    1. Enterprises that need to produce gold for jewelry and fine arts or amend or supplement the content of the Certificate of Eligibility for jewelry and fine arts production shall submit documents according to the provisions of Articles 3 and 12 of this Circular to the State Bank of Vietnam, branch of the Area where the enterprise has its head office.

    2. Within 20 ( Tirs) working days from the date of receiving a complete and valid dossier as prescribed in Article 3 of this Circular and the results of the actual inspection of facilities and equipment serving the production of gold jewelry and fine arts of enterprises, the Director of the State Bank of Vietnam, Branch of the Area, shall issue or refuse to issue (clearly state the reasons) a Certificate of eligibility for gold jewelry and fine arts production according to the form in Appendix No. 11 issued with this Circular.

    3. Within 15 (five) working days from the date of receiving a complete and valid dossier as prescribed in Article 3 of this Circular, the Director of the State Bank of Vietnam, Area Branch, shall consider and issue a Decision to amend and supplement the Certificate of eligibility for gold production, jewelry and fine arts according to the model in Appendix No. 12 issued with this Circular. The decision to amend and supplement the Certificate of Eligibility for the production of gold jewelry and fine arts is an inseparable part of the Certificate of Eligibility for the production of gold jewelry and fine arts.

    4. In case of changing the head office address and production location due to changes in administrative boundaries, enterprises do not need to carry out procedures to amend or supplement the Certificate of eligibility for gold jewelry and fine arts production.

    Thus, the procedure for granting a Certificate of Eligibility for Gold Jewelry Production is regulated as above.
