Article 30 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) stipulates pedestrians; children, pregnant women, the elderly, the disabled, and people with no civil act capacity participating in road traffic as follows:
1. Pedestrians must comply with the following regulations:
a) Must walk on sidewalks, curbs, and roads reserved for pedestrians; in cases where there are no sidewalks, curbs, or roads reserved for pedestrians, pedestrians must walk close to the right edge of the road in the direction of travel;
b) Only cross the road where there are traffic lights, road markings, overpasses, or pedestrian tunnels, and must comply with traffic signals and signs. In cases where there are no traffic lights, road markings, overpasses, or pedestrian tunnels, one must observe oncoming vehicles, only cross the road when it is safe, and must use hand signals when crossing the road;
c) Do not cross the median strip, swing or cling to moving road vehicles; when carrying bulky objects, ensure safety and do not obstruct people and vehicles participating in road traffic.
2. Children, pregnant women, the elderly, the disabled, and people with no civil act capacity participating in road traffic are regulated as follows:
a) Children under 7 years old must be accompanied by an adult when crossing the street;
b) Disabled people using motorized or non-motorized wheelchairs must use sidewalks, curbs and places with pedestrian and non-motorized vehicle markings;
c) When traveling on the road, a blind person must have a guide or a tool to signal to others that he or she is blind;
d) A person who has lost civil act capacity must be accompanied by someone when traveling on the road;
d) Everyone has the responsibility to help children under 7 years old, pregnant women, the elderly, the disabled, and people with no civil act capacity when crossing the street.
Thus, from 2025, pedestrians must comply with regulations on road traffic order and safety according to the above regulations.
