At this time, the car with license plate 14C-273.17 was driven by Mr. H.N.L (born in 1980, residing in Cuu Vien Urban Area, Kien An District) from Quan Tru intersection to Niem bridge. When reaching 463 Truong Chinh, Mr. L's car crashed into Mr. D.V.P (born in 1931, residing on Truong Chinh Street) who was walking across the street.
