Clause 4, Article 5, Decree 335/2026/ND-CP Regulating social assistance policies (effective from October 5, 2026) stipulates as follows.
4. People who are classified as poor households, near-poor households who are not married or have no wife; who are married but have died or disappeared according to the provisions of law and are raising children under 16 years old (hereinafter referred to as poor single mothers raising children).
In case a poor single parent raising a child is receiving monthly social allowances as prescribed in this clause, but that child is 16 years old and is continuing to study general education, continuing education, vocational education, university education with the first degree, if the continuous learning process is not interrupted (except in cases of temporary suspension of study, preservation of academic results according to the provisions of the law on education), then the poor single parent raising a child continues to receive monthly social allowances until the child finishes studying.
Thus, from October 5, 2026, poor single mothers raising children will receive monthly social allowances.
