Clause 1, Article 19 of Decree No. 94/2026/ND-CP stipulating training and testing activities for drivers (effective from July 1, 2026) stipulates the procedures for issuing car driving training licenses as follows:
1. Dossier includes:
a) Reporting on requesting a driver training license according to the form specified in Appendix XI attached to this Decree;
b) Decision to establish or permit the establishment of a competent authority (copy attached to the original for comparison or certified copy or electronic copy certified from the original or electronic copy from the original book or electronic data);
c) Copies or electronic data of land use right certificates or decisions on land allocation and land lease of the Provincial People's Committee accompanied by copies of receipts (paying land use fees or land rent) or proving that financial obligations on land have been fulfilled according to land law regulations.
In case of leasing land-attached facilities: copies of land-attached facilities lease contracts with a term of at least 05 years from the date of sending the dossier, copies of documents proving land use rights or copies of documents proving ownership of the leasing party's facilities;
d) Certificate of teacher practicing driving (copy with original for comparison or certified copy or electronic copy certified from the original or electronic copy from the original book or electronic data);
e) For training vehicles that are not owned by a driving training institution, present a copy with the original for comparison or a certified copy or an electronic copy certified from the original or electronic data. Documents proving legal use rights.
In case the documents specified in points b, c and d of this clause have been integrated into the electronic identification account, the presentation and inspection can be carried out through the electronic identification account.
Thus, from July 1, 2026, to apply for a car driving training license, you need to prepare a dossier according to the above regulations.
