The Ministry of Culture, Sports and Tourism (MOCST) has just submitted a document to the Government on the promulgation of a Decree to replace Decree No. 01/2023/ND-CP of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism.
According to the draft Decree, the Ministry of Culture, Sports and Tourism proposes to keep the name "Ministry of Culture, Sports and Tourism" after receiving the function of state management of the press and publications from the Ministry of Information and Communications according to the opinion of the Steering Committee on Summarizing the implementation of Resolution No. 18- NQ/TW of the Government, Official Dispatch No. 06/CV-BCDTKNQ18 dated January 12, 2025 on supplementing and perfecting the plan to reorganize and streamline the apparatus of the Ministry, ministerial-level agencies, and agencies under the Government.
The Ministry of Culture, Sports and Tourism proposes to supplement regulations on the position and function of the Ministry as a Government agency, performing the function of state management of culture; family; physical education, sports; tourism; journalism; radio and television; news; publishing, printing, distributing; electronic information; basic information and foreign information nationwide; state management of public services in sectors and fields under the state management of the Ministry.

The organizational structure of the Ministry of Culture, Sports and Tourism includes 20 administrative agencies (including 8 Departments, 9 Departments, Ministry Offices, Ministry Inspectorate, Management Board of Vietnam Ethnic Culture - Tourism villages) and 5 professional units serving the function of state management.
Regarding the organizational structure and the plan to reorganize the apparatus, the Ministry of Culture, Sports and Tourism proposes to maintain and maintain the model of 25 Departments (advisory agencies) and 5 public service units performing the function of state management after receiving the function of state management of press and publishing.
The proposed plan to reorganize and streamline the Ministry's organizational apparatus is specifically as follows:
Reorganize the Management Board of the Vietnam Ethnic Culture and Tourism Village (organized equivalent to the General Department) into a Department model and merge with the Department of Ethnic Culture; the name after the arrangement is the Department of Ethnic Culture of Vietnam.
Merging the Department of Library and the Department of Family into the Department of Culture is the unit with the functions and tasks of connecting and linking; the name after the arrangement is the Department of Culture, Family and Library.
Merge the Department of Training and the Department of Science, Technology and Environment as units with interconnected and linked functions and tasks; the name after the arrangement is the Department of Science, Technology, Training and Environment.
Merge the Department of Information and the Department of Foreign Information, the name after the arrangement is the Department of Information and Foreign Information.
Maintain and maintain the model of 6 units with general general general consulting functions, including: Department of Organization and Personnel; Department of Planning and Finance; Department of Legal Affairs; Ministry Office; Ministry Inspectorate; Department of International Cooperation.
According to the explanation of the Ministry of Culture, Sports and Tourism, maintaining a unit corresponding to the fields of cadre organization; planning, finance; legal status, office, inspection, international cooperation is in line with the orientation of the Government Steering Committee and with its specific nature, task requirements, workload and ensuring stability, inheritance, in depth, and professionalism of each field.
Maintain and maintain the model of 10 Departments with specialized management subjects, ensuring compliance with the criteria and conditions prescribed by the Government, including: Department of Cultural Heritage; Department of Cinema; Department of Performing Arts; Department of Fine Arts, photography and Exhibition; Department of copyright; Department of National Tourism of Vietnam; Department of Press; Department of Publishing, Printing and Distribution; Department of Radio, Television and Electronic Information.
According to the Ministry of Culture, Sports and Tourism, maintaining the Departments in the fields of cultural heritage; physical education, sports; cinema; fine arts, photography and exhibition; journalism; publishing, printing and distribution; radio, television and electronic information; performing arts; copyright are specialized, in-depth, independent state management areas with clear state management subjects, not overlapping or overlapping, connecting functions and tasks with other agencies and units in the Ministry as well as in other ministries and branches and being stable, in accordance with practical operations, ensuring good implementation of specialized laws (Cinema Law, Cultural Heritage Law, Sports Law, Press Law, Press Law, Intellectual property Law...).
Propose to change the name of the Department of Physical Education and Sports to the Department of Physical Education and Sports of Vietnam to facilitate foreign affairs and international cooperation with sports management agencies of countries around the world as well as with international sports organizations. Accordingly, Vietnamese sports have now established cooperative relations with 60 countries and territories around the world, are official members of the International Olympic Committee (IOC), the Asian Olympic Council (OCA), and the Southeast Asian Games Confederation (SEAGF), and are members of 64 other international sports organizations.
For public service units, the Ministry proposes to maintain the Vietnam National Institute of Culture and Arts and reorganize it in the direction of receiving the Institute for Tourism Development Research under the Vietnam National Administration of Tourism and the Institute of Physical Education and Sports Science under the Department of Physical Education and Sports. The name after the arrangement is the Vietnam Institute of Culture, Arts, Sports and Tourism.
Maintain the Culture Newspaper, reorganize in the direction of receiving the Ministry's Fatherland electronic newspaper into a newspaper agency, including print and electronic newspapers.
Maintain the Culture and Arts Magazine, reorganize it in the direction of becoming a specialized scientific journal with many publications.
Maintain the School of Cultural, Sports and Tourism Management Staff.
Maintain the Information Technology Center and change its name to the Center for Digital Transformation of Culture, Sports and Tourism.
The Ministry of Culture, Sports and Tourism further explained that the maintenance of 5 public service units performing the function of serving state management, while arranging and reducing units of policy and strategy research institutes, reorganizing newspapers and magazines while also arranging the internal organization of the units, ensuring streamlining, implementing the principle of a public service unit providing many public services of the same type according to the requirements of Resolution No. 19-NQ/TW, according to the planning of the network of public science and technology organizations, national planning for development and press management, in line with the direction of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/CP of the Government.
