Implementing the direction of Deputy Prime Minister Mai Van Chinh in Official Dispatch No. 4623/VPCP-KGVX dated May 25, 2025 of the Government Office, the Ministry of Culture, Sports and Tourism has sent a document to ministries, branches, socio-political organizations at the central level and People's Committees of provinces and centrally run cities on reviewing, evaluating and strengthening the work of absolutely protecting the safety of national treasures, artifacts and valuable antiques.
The Ministry of Culture, Sports and Tourism requests agencies and units to urgently review and evaluate the current status of exhibition, conservation, protection and measures to ensure security and safety for national treasures under management and report.
The Ministry proposes to continue to promote the protection, preservation and promotion of the value of national treasures.
Accordingly, regarding protection work, protection plans must be comprehensive, effectively preventing the risks of theft, fire and explosion, and natural disasters.
For treasures at relics or under private ownership, the protection plan must be approved by the Department of Culture, Sports and Tourism/Department of Culture and Sports and assigned by the People's Committee at the commune level to organize implementation.
Timely, proactively report and inform the governing body and relevant agencies when there are developments in practice affecting the work of protecting national safety and hygiene.
Regarding conservation work, units prioritize investment in funding for renovation, upgrading works, technical infrastructure and specialized equipment for storage warehouses and national treasure display areas at museums and national treasure storage places at relics.
National protection conservation must be developed into a specific plan, ensuring scientificity and compliance with the provisions of the law on cultural heritage; the process of preservation must strictly comply with the principles, processes, and conservation techniques.
At the same time, there is coordination and guidance from scientists in related fields and conservation experts (based on the type, quality, and status of each national reserve).
Regarding value promotion, units need to build and effectively implement separate programs, with attractive content, diverse forms, easy to disseminate and access to promote the value of national treasures to a large public at home and abroad.
Research on opportunities to display and promote values in accordance with the nature and types of national protection to meet the needs of cultural enjoyment of the people, on the basis of prioritizing the protection of safety, security and the value of national protection.
The Ministry of Culture, Sports and Tourism requires ensuring safety for valuable tourist attractions and antiques at historical - cultural relics and scenic spots.
The Department of Culture, Sports and Tourism/Department of Culture and Sports in the locality will direct the local authorities where the relic is located to review and compile a List of valuable works at each relic; periodically organize annual inspections and reviews of the protection of valuable works according to the Commission List.
The local government where the relic is located shall establish and approve the protection plan for each valuable relic; assign organizations and individuals to be directly responsible for managing the relic in coordination with local police to assign the responsibility of managing the valuable relic according to the approved protection plan.
The value-added security plan in the List of value-added assets must meet many requirements.
Security in the relic - cannot be preserved or displayed as replacement - needs a protection plan to ensure limited or not allow visitors to receive and interact directly.
Management units regularly inspect and prevent domestically harmful actors; periodically preserve and maintain domestically.
In case it is possible to store or replace it with a restored product, the storage plan must ensure that there is a storage device; there is an anti-theft warning device.
The protective location is far from areas at risk of fire and explosion and waterlogging; there are surveillance cameras connected to organizations and individuals assigned to protect the health.
From July 1, 2025, the 2024 Law on Cultural Heritage officially takes effect, clearly regulating the responsibility for state management, the regime for protecting and preserving national relics, antiques and treasures.
The Ministry of Culture, Sports and Tourism requests that agencies and localities fully prepare conditions and resources to effectively organize the implementation of the law, and at the same time send timely reports for synthesis and reporting to the Deputy Prime Minister.
