Hai Phong and Quang Ninh have just signed regulations on coordination in managing inland waterway vehicles transporting passengers and tourists on Ha Long Bay and Lan Ha Bay. The coordination regulations between the two localities will begin to be implemented from April 1, 2026.
Currently, the two sides are assigning departments, branches, and related units to coordinate to officially connect tourism between 2 bays located in the World Natural Heritage Ha Long Bay - Cat Ba Archipelago.
Connecting the two bays will increase more experiences and services for tourists, and at the same time open up great development potential for tourism in the two localities, contributing to increasing the source of visitors and enhancing the value of heritage exploitation.
It is expected that this weekend, tourist boats will be licensed to run smoothly through Ha Long Bay - Lan Ha Bay. There will be 4 routes connecting Ha Long Bay - Lan Ha Bay.
1. Ha Long Bay 3 - Lan Ha Bay itinerary: Ha Long Bay (Port, inland wharf, Cua Van Floating Cultural Center, Tien Ong cave, Ba Ham lake, Ba Men temple, Ang Du, Kim Quy cave) - Lan Ha Bay (Tra Bau, Sang cave, Toi cave, Ba Trai Dao, Quai To, Viet Hai estuary, Hon Rua, Cai Beo fishing village - Ben Beo). Night sleepers belong to which locality and sleep at their local anchorage points.

2. Ha Long Bay - Lan Ha Bay itinerary: Ha Long Bay (Port, inland wharf, Thien Canh Son cave, Thay cave, Cap La cave, Vung Vieng, Tung Ang eco-tourism area, Hon Xep Park) - Lan Ha Bay (Sang cave, Toi cave, Ong Cam, Tra Bau - Gia Luan wharf). Accommodation for overnight stays belong to which locality, then sleep at the anchorage points of that locality.
3. Ha Long Bay 5 - Lan Ha Bay itinerary: Ha Long Bay (Port, inland wharf, Thien Cung, Dau Go, Hon Cho Da, Ba Hang, Hon Dinh Huong, Hon Trong Mai) - Lan Ha Bay (Gia Luan, Tra Bau, Ong Cam, Hang Sang, Hang Toi, Ba Trai Dao, Quai To, Viet Hai estuary). Accommodation for overnight stays belong to which locality, then overnight stay at the anchorage points of that locality.
4. Ha Long Bay 6 - Lan Ha Bay itinerary: Ha Long Bay (Port, inland wharf, Chan Voi island, Ba Cua bay, Tung Lam island, Cap Bai island) - Lan Ha Bay (Gia Luan, Tra Bau, Ong Cam, Hang Sang, Hang Toi, Ba Trai Dao, Quai To). Accommodation for overnight stays belong to which locality and sleep at the anchorage points of that locality.

Based on the maximum capacity to receive vehicles at the same time at ports, wharves and sightseeing spots, service points, overnight anchorage areas, the Bay Management Board at the destination of the tourist ship will receive or refuse if it exceeds the load capacity and propose to postpone the licensing time for the tourist ship to leave the port or choose another suitable sightseeing route; and share information with the port authorities of the parties.
The issuance of port and wharf departure permits for tourist ships is carried out in order of the tourist ship owner or captain who has registered the sightseeing itinerary and specific destination. The port authority at the port and wharf where the tourist ship departs is responsible for promptly exchanging information with the port authority at the port and wharf where the tourist ship will arrive about the operation of the tourist ship (journey itinerary, tourist destination, sightseeing spot, operating time, number of passengers).
For a long time, tourist boats from Lan Ha Bay have not been allowed to take tourists to visit Ha Long Bay and vice versa. In which, every year about 500,000 tourists have to take high-speed boats from Tuan Chau International Passenger Port in Ha Long Bay to get to the tourist boat anchored in Lan Ha Bay.
