On the afternoon of April 1, a leader of Son Kim 1 Commune People's Committee said that in 2023, when implementing the project to renovate and upgrade National Highway 8A section Km37+00 - Km85+300 through Son Kim 1 commune, a situation occurred causing cracks in many people's houses.
After that, the investor, Project Management Board 4 (now the Central Road Project Management Board), coordinated with the construction unit and the insurance company to hire an independent consulting unit to statistically determine the total compensation amount of 1.3 billion VND for 168 households whose houses were affected by the project construction.
However, many households did not accept that compensation level because they thought it was too low. In addition, many other households also requested compensation because their houses and works were also affected. After that, the investor continued to inspect, review, statistics and recalculate the compensation level.
Through re-examination, the investor determined that a total of 203 households in Son Kim 1 commune had houses and works affected by construction and had increased the total payment amount to nearly 3.2 billion VND.
The payment of more than 3 billion VND has been implemented. However, some households are still not satisfied with the compensation level, so they do not receive money.
The investor continued to review and agreed to add about 2.3 billion VND to compensate. However, to date, this funding has not been paid to the people.
Representatives of the investor said that in the past time, the Project to renovate and upgrade National Highway 8A caused cracks in people's houses in Son Kim 1 commune due to many problems and unreasonable requests from some households, so compensation has not been completed. After agreeing and finalizing the remaining compensation amount of 2.3 billion VND, the unit plans to complete payment in April 2026.
Faced with the situation of slow and prolonged compensation payments to people, which potentially affects security and order in the locality, Ha Tinh Provincial People's Committee has just issued a document requesting definitive handling.
The Provincial People's Committee assigned Son Kim 1 Commune People's Committee to preside over and coordinate with the Central Road Project Management Board, Department of Construction, Department of Finance to organize review, comparison and confirmation of data on affected households based on data provided by the investor and supplementary data (if any).
Unify the results, as a basis for implementing compensation payments to ensure accuracy, publicity, transparency, and compliance with the law and regulations, to be completed before April 5, 2026.
Requesting the investor, the Central Road Project Management Board, to proactively allocate sufficient funding according to the data that has been inspected, reviewed, and unified; organize timely and appropriate compensation payments, ensuring publicity and transparency, and complete them before April 15, 2026.
