The problem of operating the cultural support fund in our country
On June 15, 2022, the 15th National Assembly passed the Cinema Law (amended), which details the establishment, purpose and operating principles of the Cinema Development Support Fund. This is the second time the film support fund is mentioned in legal documents. Previously, the 2006 Cinema Law mentioned this fund. But for more than 10 years, the Film Support Fund has still not been able to operate.
At the 7th session of the 15th National Assembly, the draft Law on Cultural Heritage (amended) also mentioned the formation of the Cultural Heritage Conservation Fund . If this fund can be formed and operated smoothly, it will remove difficulties in the work of maintaining, preserving and embellishing more than 40,000 monuments across the country, creating more destinations for cultural tourism.
Not only at the central level, many localities also want to form cultural support funds to further strengthen an industry that has been identified as a "very important, especially delicate field" and a "sophisticated foundation". solid spirit", "becoming an endogenous resource, an important driving force of national development and national defense". For example, the draft Law on the Capital (amended) also has content on establishing the Capital's Heritage Conservation and Cultural Development Fund in article 23.
But establishment is one thing, how to make cultural funds operate and operate smoothly is another. For example, in the case of the film support fund, regulations have been in place since 2006 but up to now it has not been able to operate smoothly.
International experience
At the consultation workshop "Strategic project for developing cultural industries to 2030, vision to 2045" organized by the Vietnam National Institute of Culture and Arts in collaboration with the Copyright Department (Ministry of Culture) , Sports and Tourism) organization, Dr. Nguyen Phuong Hoa - Director of the Department of International Cooperation (Ministry of Culture, Sports and Tourism) outlined some international experiences in operating the cultural support fund .
Accordingly, the State needs to consider building separate financial tools for cultural development through a system of support funds in cultural fields such as: Cinema Development Fund, Digital Culture Support Fund, Arts Support Fund..., reducing taxes on cultural products and services, allowing grants for arts and culture to be included in business expenses; There will soon be instructions on how to "crowd capital".
Citing experience in France, Ms. Nguyen Phuong Hoa emphasized: "The French government has many tools to support creative cultural industries. They have a national center for books (in 2019 the state budget poured 24 million Euros), a national center for music (a budget of 50 million Euros in 2020), a national center for films and animation (a budget of 50 million Euros in 2020). State policy pours 675 million Euro in 2022 from movie ticket taxes, revenue taxes on television channels...). In addition, there are book funds, support funds for the film and television broadcasting industry, support funds for songs and popular music...".
In China, the government also established and perfected a system of special funds from the national budget and specified specific revenue levels such as "Special fund for building and organizing typical art programs". ", "Special Fund for National Film Development", "Special Fund for Image Promotion and Introduction". They also collect cultural construction fees nationwide from entertainment businesses such as dance halls, karaoke, tea rooms, golf courses and bowling, deducting 3% of revenue from advertising businesses to pay in. cultural construction fund.
The state also needs to be more drastic and set more specific goals so that cultural support funds can soon become operational in practice.
