On November 27, continuing the 28th Session, the Hanoi People's Council passed a Resolution on promulgating a Resolution amending and supplementing regulations on fees for visiting scenic spots, historical sites, and cultural works in Hanoi.
The Resolution stipulates the collection, payment, management and use of fees for visiting historical relics and cultural works at Bach Ma Temple No. 76 Hang Buom, Kim Ngan Communal House No. 42 - 44 Hang Bac, Quan De Communal House No. 28 Hang Buom, Hanoi Ancient Town Cultural Exchange Center No. 50 Dao Duy Tu; stipulates the adjustment of the management and use of fees for visiting the scenic spots of Huong Pagoda.
Regarding amending and supplementing regulations on fees for visiting scenic spots, historical relics, and cultural works in Hanoi in Resolution No. 16/2023/NQ-HDND dated December 6, 2023 of the Hanoi People's Council: The fee collection unit is the unit directly managing historical relics and cultural works in Hanoi (Hoan Kiem Lake and Hanoi Old Quarter Management Board).
Subjects paying fees: Domestic and foreign organizations and individuals visiting historical relics and cultural works in Hanoi at Bach Ma Temple No. 76 Hang Buom, Kim Ngan Communal House No. 42-44 Hang Bac, Relic No. 28 Hang Buom, Hanoi Old Quarter Cultural Exchange Center No. 50 Dao Duy Tu.
Exemption from fee collection: People with severe disabilities as prescribed in Clause 1, Article 11 of Decree No. 28/2012/ND-CP dated April 10, 2012 of the Government detailing and guiding the implementation of a number of articles of the Law on People with Disabilities.
For children: People under 16 years old. In cases where it is difficult to identify a person under 16 years old, only any documents are required to prove that a person under 16 years old, such as: birth certificate, student card; in cases where there are no documents to identify a person under 16 years old, the height of the person under 1.3m will be applied.
Subjects with a 50% reduction in fee: People with severe disabilities as prescribed in Clause 2, Article 11 of Decree No. 28/2012/ND-CP dated April 10, 2012 of the Government detailing and guiding the implementation of a number of articles of the Law on People with Disabilities; the elderly as prescribed in Article 2 of the Law for the elderly who are Vietnamese citizens aged 60 and over with an elderly card (or citizen identification card/other documents proving it); students, trainees, and students aged 16 and over with student and student cards issued by schools in the national education system in Vietnam.
The subjects entitled to preferential policies for cultural enjoyment (in cases of difficulty in determination, only need a confirmation from the People's Committee of the commune, ward, or town where the person resides). Specifically: People in particularly disadvantaged communes in mountainous areas and remote areas; people with revolutionary contributions; people subject to social policies: People with disabilities, lonely elderly people; those cared for at social protection facilities; students of ethnic minority boarding schools. For those who are eligible for the above 2 or more incentives, the fee will only be reduced by 50%.
Regarding the regulation on adjusting the ratio of management and use of fees for visiting Huong Pagoda Scenic Scenes (Huong Son Commune), the resolution clearly states that the Huong Son Scenic Scenes and Scenes Management Board will retain 60% and pay 40% to the state budget.
