Previously, hundreds of 4-wheeled electric tourist vehicles in Sam Son beach were forced to temporarily suspend operations due to speed regulations.
However, recently, the People's Committee of Sam Son City (old) held a conference to ask for opinions on the traffic organization plan, regulating the operation of four-wheeled motorized passenger vehicles and four-wheeled motorized cargo vehicles in the area.

Based on the opinions of Thanh Hoa Provincial Police, the Department of Construction and related units, the People's Committee of Sam Son City (old) issued a document, proposing a traffic organization plan for electric vehicles operating on the following routes: Thanh Nien, Ho Xuan Huong and the East - West fish bone branch routes.
The operating time of all 474 electric vehicles piloted in the area is 24/24 hours. The People's Committee of Sam Son City requires electric vehicle businesses to arrange reasonable stops and parking, not causing traffic obstruction, and is only allowed to operate within the permitted routes.
According to the Thanh Hoa Department of Construction, the placement of speed signs at a speed of 30 km/h on some routes of Sam Son City is carried out based on Decision No. 54/2025/QD-UBND dated June 17, 2025 of the Thanh Hoa Provincial People's Committee, promulgating regulations on the scope and operating time of four-wheeled electric vehicles with engines in the area.
Therefore, the People's Committee at the commune level has the authority to manage, organize traffic plans, and place signs with a maximum operating speed of 30 km/h applicable to all vehicles participating in traffic. When found unsuitable, the locality can remove the sign.
Previously, as reported by Lao Dong Newspaper, all 470 four-wheeled electric vehicles operating to transport tourists in the area had to temporarily stop operation from July 1, 2025.
The reason is due to the implementation of regulations of the Thanh Hoa Provincial People's Committee and newly issued decrees, including Decree 165/2024/ND-CP dated December 26, 2024 guiding the Road Law and Decree 158/2024/ND-CP dated December 18, 2024 on road transport activities, officially putting the four-wheeled electric vehicle type for passenger transport into the legal framework from July 1, 2025.
Pursuant to these regulations, four-wheeled motor vehicles are only allowed to operate on routes with a maximum speed limit of 30 km/h, applicable to all vehicles participating in traffic.
However, at that time, all coastal and inner-city routes in Sam Son had no signs regulating a maximum speed of 30 km/h, so all-wheeled electric vehicles were forced to stop operating.
