On August 25, the Investigation Police Agency, Hanoi City Police, prosecuted the accused and temporarily detained Kieu Thi Thanh (Meritorious Artist Kieu Thanh) for the crime of illegally trading drugs.
Previously, on July 15, Kieu Thanh submitted a resignation letter at the Hanoi Drama Theater with the reason that her family circumstances and health were not guaranteed to continue working.
Information that Meritorious Artist Kieu Thanh was prosecuted caused a stir. Many viewers still recall her role as Tra in the movie "Phia truoc la bau troi".
The last time Kieu Thanh appeared in a TV series was the role of Dung "khan" in "Rose on the Left Chest", which aired in 2019.
At the press conference to launch the movie "Rose on the Left Chest", Kieu Thanh admitted that she is living with a man who has not divorced his wife. She publicly stated that "I am the third person but loved by my first wife", "proud of being the third person"... causing public outrage.
Many viewers requested competent authorities to revoke Kieu Thanh's Meritorious Artist title.
On August 1, 2019, at the regular meeting of the second quarter of 2019 of the Ministry of Culture, Sports and Tourism, Mr. Nguyen Thai Binh - Chief of Office, spokesperson of the ministry at that time said: "Decree 89/2014/ND-CP considering awarding the titles of NSND, NSUT has very clear regulations, artists must have a decision from the court and that decision, if it is a prison sentence, the Ministry will consider according to the law to revoke the title".
The Chief of Office of the Ministry of Culture, Sports and Tourism at that time also emphasized that if an artist is in the process of being awarded a title and violates the law, the award consideration will be stopped.
But Kieu Thanh's Meritorious Artist title was awarded in 2015, when the actress was a single mother, without any controversy.
Regarding the regulation on revoking the titles of Meritorious Artist and People's Artist, in Article 93 "Handling violations of emulation and commendation", the Law on Emulation and Commendation 2022 clearly stipulates the cases of being stripped of state titles.
This Law was passed by the National Assembly on May 15, 2022, and takes effect from January 1, 2024. In which, decisions to award emulation titles, forms of commendation are cancelled, and commendation items and bonuses are recovered if individuals who are awarded state honors are convicted by a legally effective court judgment or decision and are subject to imprisonment for a fixed term, life imprisonment or death penalty.
Accordingly, artists are stripped of the titles of Meritorious Artist and People's Artist when they violate the law with clear violation documents and are sentenced from imprisonment or imprisonment for a fixed term or longer.
Within 30 days from the date the judgment takes legal effect, the agency submitting the commendation is responsible for submitting to the Prime Minister a proposal to the President to decide on the revocation of the state honorary title.
