The film follows Moon Ju (Jun Ji Hyun) - the international ambassador who is discovering the truth behind the assassination and San Ho (Kang Dong Won) - the mysterious agent who follows and protects her.
Sharing about Tempest, screenwriter Jeong confessed that he felt like he had won the lottery when Jun Ji Hyun and Kang Dong Won participated in the project. The female screenwriter could not have imagined anyone else to take on the role of Moon Ju better, because from the beginning she had envisioned Jun Ji Hyun for the role.
