Information that singer and actress Miu Le was subject to local management measures for a period of one year after the case related to illegal use of drugs is attracting public attention. Many viewers are asking: are artists in this case allowed to continue performing, acting in movies or participating in art activities?
Talking to reporters about this issue, lawyer Truong Van Tuan (Trang Sai Gon Law Office) said that it is necessary to clearly distinguish between "management of illegal drug users" and forms of criminal handling or prohibition from practicing.
According to Article 23 of the Law on Drug Prevention and Control No. 117/VBHN-VPQH dated August 27, 2025, managing illegal drug users is a preventive measure to help violators not continue to use illegal drugs, and at the same time prevent other illegal acts within one year.
This is not an administrative measure of depriving the right to practice, nor is it an additional penalty of the court. Therefore, the person being managed still has the right to work and work normally if there is no decision to prohibit practicing or other restrictions from the competent authority," lawyer Tuan said.
According to the lawyer, current law does not prohibit people under local management from participating in art activities, performing or acting in movies just because they are being managed for illegally using drugs.
Thus, legally, Miu Le can still continue to participate in art projects, stage performances or acting if selected by partners, organizers and producers.
However, the artist's story does not only stop at the legal aspect but also directly relates to personal image and public reaction.
Media expert Hoang Van - CEO of Clover media unit - said that for artists, "being allowed to operate" and "being accepted by the audience" are two completely different stories.
“Audiences today tend to be stricter with celebrities, especially in cases related to banned substances. Even if not prosecuted or banned from practicing, artists will still be greatly affected in terms of reputation, brand and career opportunities for a certain period of time,” he said.
According to this expert, public reactions are often divided into two streams. A part of the audience believes that artists should be given the opportunity to correct mistakes if they have not violated to the extent of criminal handling. Meanwhile, many other opinions believe that public figures must bear higher ethical standards because they affect young people.
Film producers, programs or brands will have to consider commercial factors and public reaction before cooperating. An artist may not be banned from performing, but still face the risk of being restricted from invitations due to pressure from the public," the media expert analyzed.
He also said that the artist's ability to return depends a lot on how they face violations, their attitude of cooperation with functional agencies and the process of rebuilding their image after the incident.
If artists show receptiveness, seriously change and focus on positive professional activities, Vietnamese audiences still tend to open their hearts after a while. But that takes time and consistency, not just with an apology," he added.
Previously, according to the content announced from the investigation conclusion on May 14 of the Investigation Police Agency of Hai Phong City Police, Miu Le was identified as a "beneficiary", not enough grounds for criminal handling, so she was not prosecuted. However, the female singer will comply with the decision to sanction administrative violations and implement management measures in the locality for a period of one year as prescribed.
