Deputy Prime Minister Nguyen Chi Dung signed and issued Decision No. 611/QD-TTg dated April 4, 2026 approving the Project "Digital Transformation in the Culture Sector to 2030, vision to 2045".
The project sets out the goal of comprehensively modernizing the national digital cultural ecosystem to preserve and promote advanced Vietnamese cultural values, imbued with national identity, rich in creativity and proactive international integration.
At the same time, making digital culture a new resource for sustainable development; promoting the development of the cultural industry; ensuring that cultural resources are digitized, shared effectively, serving people, businesses and society.
The goal by 2030 is to strive for 100% of cultural fields to have a common digital platform; 100% of types of digitized cultural heritage to have data standardized according to national standards and shared according to regulations; 80% of public digital cultural heritage to have digital identification codes to establish ownership, control exploitation, and encourage people, organizations, and businesses to also identify identification codes and ownership rights to promote the market.
At least 80% of the intangible cultural heritage of ethnic minority areas is digitized and stored in specialized cultural database systems.
100% of state management agencies on culture connect and synchronize specialized databases; 100% of state management units and public non-business units of the cultural sector have appropriate digital transformation plans and roadmaps.

100% of the National Library system, National Museum of History and Culture, and public museums focus on deploying and completing Digital Libraries, Digital Museums, developing smart library and museum models, and expanding integration, connection, and data sharing in the network of Vietnamese and international libraries and museums.
At least 70% of museums, libraries, theaters, art troupes, sports federations, tourist areas, press agencies and digital content businesses have shared data, connected to the shared data infrastructure of the Ministry of Culture, Sports and Tourism.
Ensure that at least 75% of people in remote, isolated, border, and island areas, and 80% of communes in ethnic minority and mountainous areas enjoy and participate in cultural activities in the digital environment.
100% of leaders and managers, civil servants, public employees, artists, and students of universities, colleges, and intermediate schools in the arts and culture sector are exposed to, trained, and foster digital knowledge and skills.
By 2045, develop and complete a comprehensive, intelligent, highly interactive digital cultural ecosystem, both preserving and promoting national identity, and strongly spreading Vietnamese culture to the world and international integration. Vietnamese digital culture becomes a driving force for the comprehensive development of Vietnamese people and enhances national soft power, in which striving for cultural industries and creative economy to truly become sustainable pillars, contributing 9% of GDP, the scale of digital cultural industrial products accounting for over 80% of cultural industrial products.
The project sets out key tasks and solutions including: perfecting institutions and policies; mobilizing and effectively using financial resources; developing human resources for cultural digital transformation; developing digital infrastructure and ensuring network safety and security in the cultural field; cooperation and international integration in cultural digital transformation.
In addition, the Project also proposes specialized tasks and solutions in 8 fields: Cultural heritage; Performing arts and literature; Fine arts, Photography and Exhibition; Cinema; Library; Press - Media; Grassroots culture; Culture of ethnic minorities.
